About the position

The County of Tehama Public Works Department is seeking a Senior Civil Engineer who is energetic, innovative, and organized to oversee various technical programs within the department. This role will focus on capital projects, including roads and bridges, and will provide technical assistance to the Planning and Building Departments, manage transportation permits, and support the Operations Division. The selected candidate will be responsible for coordinating with Caltrans and other regulatory partners, ensuring compliance with standards and specifications. Prior experience with bridge projects is highly desirable, as the position involves significant oversight of complex engineering designs and public works construction projects. In addition to technical responsibilities, the Senior Civil Engineer will have supervisory duties, which include preparing performance appraisals, assigning tasks, and monitoring the work of assigned staff. The individual will represent the department and the county at various meetings, workshops, and conferences, showcasing the department's commitment to community improvement. The Engineering Division is currently engaged in over a dozen projects, with budgets ranging from $250,000 to $25 million, across Tehama County's expansive 2,962 square miles. Responsibilities

  • Plans, organizes, assigns, supervises, trains, and reviews the work of assigned staff in the engineering work unit.
  • Determines and recommends equipment, materials, and staffing needs for assigned public works projects; prepares detailed cost estimates with appropriate justifications.
  • Maintains a variety of records and prepares routine reports of work performance.
  • Oversees the development of consultant requests for proposal for professional and/or construction services and manages the advertising and bid processes.
  • Evaluates proposals and recommends project awards; administers contracts after award.
  • Negotiates and administers contracts for construction projects; ensures contractor compliance with County standards and specifications.
  • Analyzes and resolves complex problems that may arise; recommends and approves field changes as required.
  • Performs engineering work for the most complex designs for public works construction projects.
  • Prepares requests for and secures funding from Federal and State grant programs and other funding sources for special public works projects.

Requirements

  • Graduation from an accredited college or university with a Bachelor's degree in civil engineering or a related engineering field.
  • Five (5) years of professional engineering design, plan review, and project administration experience, preferably in a public agency setting.
  • Two (2) years of lead or supervisory experience.
  • A valid California driver's license is required.
  • A Registered Professional Civil Engineer license in the State of California is required.

Nice-to-haves

  • Experience with bridge projects is highly desirable.
  • Familiarity with Caltrans regulations and procedures.
