About the position

The Senior Civil Engineer position within the Public Works Department is a critical role responsible for ensuring the maintenance and enhancement of the public rights of way in the city of Boston. This position operates under the direction of the Principal Civil Engineer and plays a vital part in the attainment of a State of Good Repair (SOGR) for an extensive asset portfolio valued at over $6.2 billion. This portfolio includes a significant number of infrastructure elements, such as forty bridges and eight hundred miles of roadway. The Senior Civil Engineer will engage in various engineering duties that support the department's mission, focusing on the design and reconstruction of streets and related installations. In this role, the Senior Civil Engineer will undertake assigned design engineering work, which encompasses the preparation and completion of all preliminary and final engineering designs, plans, detail designs, calculations, estimates, and public bids for construction or reconstruction projects. The position requires a thorough understanding of design engineering principles, standards, and practices, particularly as they relate to the construction and maintenance of roads and bridges in Boston. The engineer will also be responsible for interpreting reports related to site conditions and pavement analysis, ensuring that all designs meet the necessary compliance with city standards. The Senior Civil Engineer will prepare or supervise the preparation of accurate engineering estimates for projects, maintain updated cost information related to construction, and assemble documents for public bid advertisements. Familiarity with prevailing wage scale requests, Chapter 90 funding procedures, and contract boilerplate forms is essential. The role also involves reviewing plans from the Public Works Department and other city departments or external engineering firms to ensure compliance with city standards. The engineer will design and review ramps and perform related duties as required, including responding to emergencies as directed by the Chief of Streets or their designee.

Responsibilities

  • Designs construction or reconstruction plans for streets, sidewalks, ramps, street lighting, and related Public Works improvements.
  • Interprets reports submitted for site conditions and pavement analysis.
  • Prepares or supervises the preparation of concise, accurate engineering estimates for projects reviewed, constructed, or advertised by the Department.
  • Keeps continuously updated cost information (average bids) related to construction of streets, sidewalks, ramps, conduit systems (electrical and traffic) and bridge repairs (wood and steel).
  • Assembles documents for advertisements of public bids.
  • Familiar with processing prevailing wage scale request, Chapter 90 funding procedures and eligible projects, working knowledge of contract boilerplate and forms.
  • Reviews plans from Public Works Department (PWD) or other City Departments or outside engineering firms as to compliance with City standards and meet construction standards.
  • Designs and reviews ramps.
  • Performs related duties as required.
  • Required to work any emergency as directed by the Chief of Streets or designee.

Requirements

  • At least four (4) years of full-time, or equivalent part-time, technical or professional experience in Civil Engineering work.
  • A Bachelor's Degree in Engineering is preferred.
  • Extensive knowledge of design engineering principles, standards and practices applicable to the layout, detail design, and specifications required for the construction and maintenance of roads and bridges in the City of Boston.
  • Knowledge of methods and materials used in City of Boston Construction Standards and the ability to review and comment on new products that are developed.
  • Knowledge in development of specifications in the desired format for advertised contracts.
  • Familiarity with City of Boston Standard Specification, Boston Water and Sewer Commission Standards, and Massachusetts Highway Department Specification.
  • Ability to interpret reports; ability to design and review ramps.
  • Ability to exercise good judgment and focus on detail as required by the job.
  • Must have and maintain a current Massachusetts driver's license.
  • Boston Residency Required.
