About the position

Under general direction, to perform professional engineering work involved in the design, CAD, surveying, mapping, construction, and inspection, of engineering projects including streets, traffic controls, storm water, and water and wastewater systems; to prepare plans and specifications; and to act as a project manager on assigned projects.

Responsibilities

  • Serve as project manager on assigned projects; oversee, direct, and review the work of assigned professional and technical project staff.
  • Establish design criteria to be used by project staff and/or outside consultants.
  • Establish grades for streets, curbs and gutters, alleys or other paving projects, water and sewer lines and facilities, and similar projects.
  • Prepare preliminary and final estimates of work and material requirements; coordinate required advertising for bids.
  • Implement development application review program including the review of development plans, construction plans and specifications.
  • Prepare detailed studies of development related issues and reports to present to committees, Planning Commission, and City Council.
  • Coordinate with outside consultants, cities, agencies, and the development community.
  • Ensure local, state, and federal regulatory compliance at program and project levels.
  • Stay abreast of proposed and current regulations, prepare informational updates to supervisors, committees, Planning Commission, and City Council.
  • Interpret and update local codes, policies and procedures, design and submittal criteria, and applicable standards.
  • Act as a project engineer; research applicable codes, regulations, and requirements for assigned projects.
  • Develop and oversee the development of construction plans and specifications; oversee and prepare changes as field conditions warrant.
  • Develop and implement capital improvement projects including transportation, erosion control / water quality, flood control and drainage, water, wastewater, and parks.
  • Coordinate formal selection of consultants, when required, for master planning, design of capital improvement projects, inspection, testing, surveying, or where other special technical expertise or experience is needed.
  • Coordinate consultant services by other disciplines including but not limited to architects, engineers, surveyors, testing labs, attorneys, and right-of-way specialists.
  • Provide project management services; prepare detailed scope of work, develop, and monitor schedules and budgets.
  • Monitor performance of subordinate staff and consultants; establish priorities and adjust schedules to meet priorities established by the Public Works Director.
  • Prepare and assemble complete construction plans, specifications, and contract documents.
  • Prepare detailed construction cost estimates; prepare capital improvement project reports and make presentations to boards, commissions, and committees.
  • Perform bid phase services including planning and directing a pre-bid conference, interpretation of plans and specifications, preparation of addenda, analysis of bids, and the recommendation of award.
  • Obtain necessary outside agency permits, and right of way descriptions for property acquisition by City's property agent.
  • Coordinate construction phase services including construction administration, testing, and inspection.
  • Prepare and administer construction phase documents including progress payments, field changes, and change orders.
  • Ensure compliance with plans, specifications, and contract documents, provides interpretations as required.
  • Respond to and resolve citizen inquiries and complaints; conduct detailed investigations to determine any problems, responsibilities, and feasible solutions.
  • Prepare correspondence and coordinates with interested parties, fosters teamwork and cooperation with other divisions, agencies, and stakeholders.
  • Maintain constant awareness of progress on assigned projects to ensure compliance with designated time and cost schedules for project completion.
  • Supervise and participate in the inspection of construction projects; prepare change orders; review contractor's estimates and prepare/review progress payments.
  • Assist construction inspectors in the interpretation of plans and resolution of problems during construction.
  • Review as-built plans to ensure compliance with original plans and specifications, and any required change orders as approved.
  • Review subdivision plans and site plans for conformance with City ordinances and State law.
  • Review private contract projects for conformance with City ordinances, policies, standards, and accepted engineering practices.
  • Meet with architects, engineers, and developers to provide preliminary review of development concept and design.
  • Review and process requests for right-of-way vacations, encroachment permits, address assignment and site development ordinance variance requests.
  • Participate in development review.
  • Participate in directing the activities of survey parties; convert, compute, and plot information obtained in field surveys.
  • Plot profiles; prepare maps and plans; create drawings/maps using AutoCAD.
  • Review contractor's bids/proposals and make recommendations.
  • Participate in the evaluation of procedures and in the development of new and improved practices.
  • Participate in the development and preparation of standards for engineering design and materials of construction.
  • Prepare special engineering studies and reports; perform special assignments, including using City water, sewer, and storm drain models for advanced engineering problems as necessary.
  • Prepare specific studies for other City staff.
  • Provide technical assistance and support to other divisions and departments.
  • Provide public counter support to developers, builders, contractors and the general public pertaining to City engineering and related requirements.
  • Attend public meetings as requested.
  • Exercise professional engineering judgment in accordance with current accepted practice of civil engineering and appropriate laws and codes.
  • Perform other related duties and responsibilities as assigned.

Requirements

  • Bachelor's degree with major course work in civil engineering or a related field.
  • Eight years technical engineering experience.
  • Valid Utah Driver's License.
  • Possession of a Professional Engineer (P.E.) License issued by the State of Utah.
