About the position

Arcadis is seeking an experienced Senior Civil/Environmental Engineer to support an expanding portfolio of Energy Transition projects in the Mid-Atlantic and Northeastern regions of the United States, with a focus on Pennsylvania. This position encompasses multiple sectors, including oil and gas, renewable energies, linear utilities, and rail and transit. The successful candidate will lead a construction stormwater engineering team and will be responsible for regulatory agency coordination, client coordination, design/permit development, and compliance. The role requires collaboration with a diverse team and the ability to balance varying priorities. Arcadis offers a flexible working environment and follows a hybrid work structure, allowing the successful candidate to work remotely and from the office as needed based on project and client demands. As a Senior Civil/Environmental Engineer, you will apply your technical knowledge to work with local, national, and global technical and client teams to provide high-quality deliverables that support planning, design, and permitting for renewable energy, oil and gas, linear utilities, and rail clients. You will lead the development of engineering designs for permitting or construction purposes, including design drawings, technical specifications, presentations, cost estimates, proposals, land development planning, hydraulic modeling/calculations, erosion and sediment control evaluations, and earthwork site design. Your strong technical writing and communication skills will be essential in developing regulatory permit application packages, technical documents, reports, work plans, memoranda, and other environmental documents to support design and permitting activities. Additionally, you will support the growth of new and existing client relationships in conjunction with business development leaders and account leaders. This includes leveraging existing client relationships, supporting client account teams, and assisting with pursuits and proposal opportunities, including scope and cost development. While this role will primarily be office-based, you will also conduct field assignments, assist in the field with construction, inspections, and participate in face-to-face client, technical, and other stakeholder meetings. The position will require the ability to travel up to 15%.

Responsibilities

  • Lead the development of engineering designs for permitting or construction purposes, including design drawings, technical specifications, presentations, cost estimates, proposals, land development planning, hydraulic modeling/calculations, erosion and sediment control evaluations, and earthwork site design.
  • Develop regulatory permit application packages, technical documents and reports, work plans, memoranda, and other environmental documents to support design/permitting activities.
  • Support the growth of new and existing client relationships in conjunction with business development leaders and account leaders.
  • Conduct field assignments, including assisting in the field with construction, inspections, and participating in face-to-face client, technical, and other stakeholder meetings.

Requirements

  • Demonstrated experience with Pennsylvania Chapter 102 technical requirements and permitting including Erosion and Sediment Control General Permit (ESCGP-3), Notice-of-Terminations (NOTs), Hydrologic and Hydraulic (H&H) Analysis, Erosion and Sediment Control Best Management Practices (BMPs), and Stormwater Control BMPs.
  • Licensed Professional Engineer, preferably in Pennsylvania or willingness to obtain via reciprocity, with a minimum of ten years of professional experience in the civil/environmental field.
  • Familiarity with AutoCAD, Autodesk Civil 3D, or other terrain modeling design software and experience with hydrologic/hydraulic modeling (e.g., HydroCAD, WinTR-55, PondPack, HEC-RAS).
  • Bachelor of Science Degree in Environmental, Chemical, or Civil Engineering or closely related field.
  • Experience leading civil or environmental projects, including land development, erosion and sediment control, and stormwater permitting design teams.
  • Experience with evaluating project compliance with state and federal laws and environmental and regulatory processes.
