About the position

The Senior CONOPS Analyst position within the Department of Defense Joint Force Development Directorate (J-7) is responsible for specialized work involving the development and maintenance of a comprehensive Joint Staff compartmented capabilities portfolio. The role includes informing senior leadership on emerging concepts and capabilities, integrating operational concepts into various analytic efforts, and managing compartmented information to support military problem-solving and concept development.

Responsibilities

• Regularly inform the Vice Chairman of the Joint Chiefs of Staff and the Director, Office of Net Assessment on emerging CONEMPs and the status of Critical Capabilities.
• Integrate CONOPS and CONEMPs into various analytic efforts, such as wargames and Table-Top Exercises.
• Build and maintain a comprehensive set of compartmented CONEMPs informed by intelligence to support Joint Wargaming, Experimentation, and Concept Development.
• Direct the management of compartmented information and serve as the principal liaison for incorporating new technologies into future concepts.
• Inform employees of available benefits, services, and work-related activities.
• Intercede with the supervisor on behalf of the team regarding performance management issues and recommend related actions.

Requirements

• Must be a U.S. citizen.
• One year of specialized experience equivalent to the GS-14 grade level in the Federal service, including testing concepts through analytic activities such as wargames and coordinating warfighting concepts at senior executive levels.
• Expert knowledge of tactics, techniques, and procedures developed by countries such as Russia and China.
