About the position

The Senior Construction Program Manager at Odyssey Systems Consulting Group will provide comprehensive support to the Air Force Life Cycle Management Center, specifically within the Theater Battle Control Division. This role involves overseeing the entire lifecycle of construction projects, from design through to closeout, ensuring compliance with various federal and military standards while managing a range of construction-related tasks.

Responsibilities

  • Provide cradle to grave Construction Program Manager support to the Program Management Office (PMO).
  • Develop requirements based on customer input and compliance with Air Force guidance.
  • Manage contract development, review, and Architecture & Engineering plans, designs, and specifications.
  • Prepare detailed Government Cost Estimates (GCE) and conduct technical evaluations and reviews.
  • Prepare project statements of work, statements of objectives, or statements of need (SOW/SOO/SON).
  • Conduct construction management and supplementary construction inspections.
  • Ensure proper closeout of contract efforts and maintain project electronic files and databases.
  • Develop requirements, cost estimates, and manage various construction projects including mechanical, electrical, civil, architectural, structural, and geotechnical.
  • Ensure compliance with Federal, State, Local, and Air Force engineering plans and specifications criteria.
  • Document completion of all project package reviews with customers and other Base organizations.
  • Prepare detailed line-item cost estimates for all assigned projects, including labor, material, and equipment costs.
  • Track and input weekly project updates in the PMO IT Database.

Requirements

  • Extensive experience in construction program management, particularly in a military or government context.
  • Strong understanding of federal, state, and local construction regulations and standards.
  • Proficiency in cost estimation and project management software.
  • Ability to develop and manage project documentation and compliance requirements.
  • Experience in managing multiple construction projects simultaneously.

Nice-to-haves

  • Familiarity with Air Force construction guidelines and procedures.
  • Experience with DOD facility engineering cost estimation software.
  • Knowledge of Unified Facility Criteria (UFC), International Building Code (IBC), and National Fire Protection Association (NFPA) standards.
