About the position

The Port Authority of NY & NJ is seeking a Senior Contract Engineer to join its Engineering Department. This role involves preparing contract documents for capital construction projects and ensuring compliance with quality assurance and project delivery guidelines. The position requires coordination with various stakeholders to produce comprehensive project manuals and resolve contractual issues during the design and bidding phases.

Responsibilities

  • Analyze and review preliminary and final construction contract documents during the design stage.
  • Produce customized and complete project manuals with applicable technical and administrative requirements.
  • Proactively resolve contractual and technical issues with Engineering staff and other Agency departments.
  • Manage a diverse workload and deliver work within established schedule milestones and budgets.
  • Participate in and/or conduct meetings during various stages of the project.
  • Serve as a liaison to prepare answers to bidders' questions and issue addenda as needed.
  • Provide guidance and direction to junior staff in contracting approaches, processes, and procedures.

Requirements

  • Bachelor of Science Degree in Engineering or Architecture from an accredited college or university.
  • Minimum of 8 years' relevant experience in developing and reviewing engineering or architectural contract documents for construction projects over $10 million.
  • Experience in developing and reviewing technical aspects of design contract drawings and specifications.
  • Ability to meet schedules and budgets for project deliverables on concurrent assignments.
  • Knowledge of construction contract terms and conditions clauses.
  • Knowledge of organization and principles of technical specifications and the CSI 3-part specification format.
  • Strong interpersonal, written, oral, and collaborative skills.
  • Problem solving, negotiation, and conflict resolution skills.
  • Basic-intermediate proficiency in Microsoft Office, especially Office 365, Word, and Excel.

Nice-to-haves

  • Familiarity with procurement practices for construction contracts.
  • Professional Engineer's or Professional Architect's license issued by the State of New York or New Jersey.
  • Certification(s) from The Construction Specifications Institute (CSI) - CDT, CCCA or CCS.
  • Experience using Bluebeam Revu software for contract document commenting and collaboration.
