About the position

The Senior Coordinator, Facilities Planning position at Polk County Public Schools is a critical role responsible for managing and evaluating all facilities planning tasks in coordination with various district departments and affected municipalities. This position plays a vital role in the development and execution of short and long-range facilities capital improvement plans, ensuring that these plans align with the needs of the district and the community. The coordinator serves as a liaison to municipalities, the county, the development community, and other stakeholders, addressing matters concerning school capacities and enrollments, as well as the potential impacts of proposed growth or decline in student enrollment. In this role, the Senior Coordinator is tasked with the timely submission of statutory required documents and reports to the Department of Education, including the Five-Year Program of Work, Educational Plant Survey, and the Florida Inventory of School Houses (FISH). The coordinator is also responsible for researching, analyzing, and reporting data essential to the long-range planning process, overseeing the coordination of school siting, and producing Facilities Program reports for architects involved in design development. The position requires a thorough analysis and maintenance of enrollment and population growth studies, coordinating plans to meet projected enrollments, and involving state, county, and municipal planning agencies in these studies. The coordinator accumulates data from various School Board divisions to make informed recommendations for future facility needs and serves as a resource for the district regarding proposed or needed legislation related to inter-local planning requirements and emergency management planning. Additionally, the Senior Coordinator manages the School Board's Local Mitigation Strategy component and oversees facilities designated as emergency shelters. The role also involves coordinating site selection activities under inter-local agreements, developing automated analysis processes using Geospatial Information Systems (GIS), and managing lease and easement agreements. The Senior Coordinator advises the Attendance Boundary Committee, provides project updates to the Sales Tax Oversight Committee, and collaborates with the Pedestrian & Bicycle Safety School Committee to identify potential safety projects. This position requires strong communication, decision-making, and organizational skills, along with the ability to work independently and maintain confidentiality.

Responsibilities

  • Manage and evaluate all facilities planning tasks in coordination with other district departments and affected municipalities.
  • Serve as liaison to municipalities, county, development community, and all other stakeholders regarding school capacities and enrollments.
  • Serve as ex-officio planning official on planning boards throughout the district.
  • Ensure timely submission of required documents/reports to the Department of Education, including the Five-Year Program of Work and Educational Plant Survey.
  • Research, analyze, and report data essential to the long-range planning process to all stakeholders.
  • Oversee the coordination of school siting and produce Facilities Program reports for architects.
  • Analyze, develop, and maintain enrollment and population growth studies and coordinate plans to meet projected enrollments.
  • Coordinate involvement of state, county, and municipal planning agencies into studies.
  • Accumulate data from various School Board divisions for future facility needs recommendations.
  • Serve as a resource for proposed or needed legislation related to inter-local planning and emergency management.
  • Manage the School Board's Local Mitigation Strategy component in coordination with the County's Emergency Management Division.
  • Oversee School Board facilities designated as emergency shelters.
  • Analyze proposed legislation to determine impact on the district.
  • Coordinate site selection activities under the Inter-local agreement.
  • Develop automated analysis processes using GIS and provide analytical reports to staff.
  • Coordinate the placement and relocation of portables on school sites.
  • Manage lease and easement agreements.
  • Advise the Attendance Boundary Committee by drafting reports and analyzing demographic data.
  • Provide updated project information and sales tax revenue to the Sales Tax Oversight Committee.
  • Assist in creating meeting agendas and community outreach for the Sales Tax Oversight Committee.
  • Coordinate with the Pedestrian & Bicycle Safety School Committee to identify potential safety projects.
  • Provide statistical analysis to the School District Charter Review team for charter applications.

Requirements

  • Bachelor's degree in urban planning, business administration, public administration, or a related field (Master's preferred).
  • At least five (5) years of experience in facilities planning, including scheduling, accounting, and budgetary oversight.
  • Good oral and written communication skills.
  • Strong decision-making and critical thinking abilities.
  • Knowledge of current laws and proposed legislation related to educational facilities.
  • Familiarity with State Requirements for Educational Facilities (SREF).
  • Experience with personal computers, software, and internet research.
  • Ability to supervise assigned personnel.
  • Skilled at maintaining working relationships with school personnel, architects, engineers, contractors, and governmental agencies.
  • Ability to work independently and carry out assigned tasks with a professional work ethic.
  • Ability to maintain confidentiality.
  • Bilingual/biliterate preferred.

Nice-to-haves

  • Experience with Geospatial Information Systems (GIS).
