About the position

The Senior Cost Engineer for the Mobile Launcher 2 (ML2) project at Bechtel Corporation is responsible for overseeing cost engineering and cost analysis/control activities. This role requires a high degree of technical skill and experience in identifying and providing innovative solutions to cost engineering challenges. The position involves preparing and reviewing cost engineering activities, ensuring timely completion of work, and identifying cost trends for management attention.

Responsibilities

  • Prepares and reviews cost engineering activities and presentations.
  • Responsible for cost engineering and cost analysis/control activities.
  • Identifies and analyzes cost trends for management attention.
  • Reviews invoices for correct collection of revenue.
  • Provides comments and recommendations for planning and scheduling/cost engineering requirements.
  • Prepares detailed staffing plans for planning and scheduling/cost engineering activities.
  • Reviews change proposal provisions related to schedule/cost engineering and develops supporting data for contract negotiations.
  • Interfaces with Bechtel management and client counterparts for planning and schedule tasks/cost presentations.
  • Participates in developing and presenting training classes and on-the-job training.
  • Coordinates information input into specific studies and evaluates study results.
  • Prepares and analyzes comparisons of scope, quantities, and cost data.
  • Performs productivity analysis of construction operations.
  • Develops bid evaluation cost and schedule criteria and prepares bid evaluations.
  • Creates and implements measurement systems for established processes and analyzes performance metrics.
  • Coordinates pricing structure or criteria for cost estimates and forecasts.
  • Assists in developing unit job hour and pricing data based on analysis of Bechtel and industry experience.
  • Performs data analysis, identifies problems, and makes recommendations.
  • Maintains cost data files and updates vendor information.
  • Prepares or reviews indirect cost estimates and develops the basis for various costs.
  • Researches and develops tax estimates and addresses tax issues.
  • Prepares or reviews contingency evaluations and reconciliations for estimates.
  • Defines project needs for cost control in accordance with established requirements.
  • Reviews design and specifications for cost-effectiveness and suggests alternatives.
  • Prepares cost studies utilizing historical data and statistical analysis.
  • Prepares cost trend estimates in support of the project cost trend program.
  • Engages in cost recording, monitoring, and reporting practices for compliance.
  • Responsible for the development and accuracy of cost engineering reports.

Requirements

  • Bachelor's degree from an accredited university and at least 8 years of experience, or a high school diploma and at least 12 years of relevant work experience.
  • Must be a US Citizen or Permanent Resident of the US.
  • Ability to complete and pass a pre-employment drug screen and background check.
  • Skilled in oral and written communication.
  • Proficient with Bechtel software applications such as Excel, Word, and PowerPoint.
  • Flexibility to respond to urgent project requests and changing priorities.
  • Ability to work under pressure and with minimal supervision.
  • Demonstrated ability to work with people of varied backgrounds and objectives.
  • Demonstrated Project Financial Status Report (PFSR) preparation and Bechtel financial reporting experience.
  • Intermediate understanding of Project Controls' general technical skills.
  • Knowledge of engineering and construction management acquired through specialized instruction or practical experience.
  • Proficiency in cost processor and/or scheduling software applications (EcoSys, CFAR, Oracle, etc.).
  • Proficiency with data management software applications (Power BI, Power Pivot, Power Query, SQL Server).
  • Prior trend and scope change coordination experience for complex projects.
