About the position

The Senior Cost Engineer at Canvas will serve as a cost estimator, providing advisory and assistance services to the Program Management Division at Arnold Engineering Development Complex (AEDC) Headquarters. This senior-level position is responsible for high-visibility aspects of programs, performing all functional duties independently, and may oversee less senior staff. The role involves developing comprehensive Basis of Estimates (BOEs), conducting detailed analyses, and ensuring compliance with AEDC and RFP requirements.

Responsibilities

• Develop quantifiable, verifiable, and auditable Basis of Estimates (BOEs) compliant with AEDC and RFP requirements.
• Perform detailed analysis of the PWS and SOW and formulate a comprehensive Work Breakdown Structure (WBS).
• Research and determine required labor and ODCs including staffing mix and quantities.
• Determine optimal staffing/shift schedules.
• Research and recommend sources of supplies/services for consideration by Purchasing organizations.
• Document rationale and justification for BOE elements to ensure traceability to cost and technical narratives.
• Use Microsoft Excel and/or other programs to document BOE rationale and justifications.
• Conduct cost, schedule, contract performance, variance, and risk analysis.
• Assist in proposal preparation and report generation as required.
• Participate in development of cost controls, procedures, systems, and forecasting techniques.
• Provide backup documentation for fact-finding and negotiations.
• Develop and maintain a comprehensive electronic technical library for future cost estimating needs.
• Apply engineering and construction standards to support accurate cost estimates.
• Be knowledgeable of federal, state, and local codes and regulations related to construction specifications.
• Read and interpret engineering and architectural drawings and specifications.
• Analyze engineering drawings and specifications to ensure they meet standards.
• Conduct market research to identify sources of equipment and services.
• Prepare Requests for Information (RFI) and coordinate responses to suppliers.
• Participate in pre-proposal source selection processes.

Requirements

• Master's degree in relevant discipline and 10+ years of relevant experience.
• Strong computer skills and ability to learn new applications quickly.
• Ability to interface effectively with various Base organizations.
• Knowledge of government procurement processes and management of large complex construction projects.
• Prior experience working at a military facility is highly desirable.
• PMP credentials desired.
• Knowledge of RsMeans or similar estimating software is highly desired.
• Must be able to obtain and maintain a Secret security clearance.

Nice-to-haves

• Experience with cost estimating in a military context.
• Familiarity with health, safety, and environmental requirements in construction.
• Experience in technical writing or supporting technical writers.
