About the position

The Senior Cyber Operations Lead at Leidos is responsible for providing expert guidance and direction in cyber operations, supporting various defense and intelligence customers. This role involves strategic planning, operational support, and mentoring teams to ensure successful outcomes in offensive and defensive cyber operations. The position requires a deep understanding of military operations and cyber threats, as well as the ability to communicate complex information effectively.

Responsibilities

  • Provide Subject Matter Expertise to Customer/Agency J3/CNMF/JTF-ARES leadership on Cyber Operations.
  • Develop cyber strategy and associated documentation, identifying and offering solutions to gaps in capabilities.
  • Lead and mentor elements engaged in Cyber Operations, ensuring successful operational outcomes.
  • Support continual skill development within all elements supporting Cyber Operations through training coordination.
  • Manage staff function to ensure operational demands are met.
  • Support targeting selection, validation, synchronization, and integration during Cyber Warfare activities.
  • Support development and implementation of Operational Plans (OPLANS), Operational Orders (OPORDs), and Fragmentary Orders (FRAGOs).
  • Incorporate outcomes of Joint Operational Planning Groups and Teams into operational planning and execution.
  • Provide leadership and situational awareness across projects, Crisis Action Teams, and current operations activities.
  • Develop and review specific Cyber Operations plans and guidance for integration into broader planning activities.
  • Demonstrate knowledge of cyber threats and attack methods from state and non-state adversaries.
  • Review, approve, prioritize, and submit operational requirements for cyber capabilities.
  • Analyze and assess internal and external partner Cyber Operations capabilities and tools.
  • Support transition of operational planning efforts to current operations.
  • Navigate organizational structure related to full spectrum Cyber Operations.
  • Integrate and synchronize intelligence planning activities with operational planning timelines.
  • Conduct long-range, strategic planning efforts with partners in cyber activities.
  • Interpret and apply laws, regulations, policies, and guidance relevant to cyber objectives.
  • Support continual operational improvement through feedback loops and assessments of operational outcomes.
  • Communicate complex information, concepts, or ideas effectively.

Requirements

  • Active Top Secret/SCI (TS/SCI) with Polygraph security clearance required.
  • BA/BS degree in STEM field, National Security Studies, or related field with 10 to 15 years of experience, or a Master's degree with 8 to 10 years of experience.
  • Ten years or greater experience managing teams in support of Cyber Operations within DoD or IC.
  • Active Project Management Professional (PMP) certification or equivalent, or additional four years recent experience in offensive cyberspace capabilities development.
  • Intimate familiarity with military operations including phases of planning, approval, and execution.
  • Intimate familiarity with applicable Joint Publications related to Cyber Operations.
  • Four years' experience as OCO planner, with waivers applicable for Combat Mission Team experience.
  • Broad knowledge of Blue-space Cyber capabilities and understanding of Cyber infrastructure for OCO.
  • Understanding of intelligence support needs across Cyber Operations.
  • Knowledge of computer networking fundamentals and communications media operations.
  • Ability to produce timely, accurate, relevant analytical documents and briefings.
  • Demonstrated proficiency in a fast-paced collaborative environment with strong multitasking abilities.
  • Strong interpersonal, critical thinking, and communication skills.

Nice-to-haves

  • Masters' Degree in STEM field, National Security Studies, or related field.
  • Intimate familiarity with Agency organizational structure and mission.
  • Prior experience supporting Joint operations across multiple warfighting domains.
  • Experience incorporating Artificial Intelligence and Machine Learning into operations.
  • Experience with Space-enabled Cyber Operations.
  • Joint Professional Military Education, Phase II (JPME II) graduate or civilian equivalency.
  • Formal training in Cyber Warfare and Joint Operations.
  • Familiarity with Data Science and its applicability to Cyber Operations.
  • Familiarity with Microsoft Power BI data visualization software.
  • Desired Certifications: DoD 8570 IAT Level II (CCNA Security, COMPTIA CySA+, COMPTIA Security + CE, GICSP, GSEC, SSCP).
