About the position

The Senior Data Governance Analyst is responsible for ensuring the quality, integrity, and usability of data within the organization's Data Governance program. This role involves semantic mapping of clinical and administrative data, supporting data standards, producing documentation, and reporting metrics. The analyst will collaborate with stakeholders to leverage clinical data and workflow knowledge to enhance healthcare delivery through data-driven products and services.

Responsibilities

  • Provide advanced analytical support for business operations utilizing HIE data such as clinical, provider, and member data.
  • Conduct independent analysis of highly complex data sets under moderate supervision and guidance.
  • Analyze clinical data and work with internal and external stakeholders to support data quality improvement activities.
  • Perform exploratory data analysis and data mining of HIE data and interpret findings in easily understandable formats for varying levels in the organization as well as external customers.
  • Lead the development of data, product and service documentation standards including development of guidelines and templates.
  • Define semantic mappings of clinical or administrative data to a standard reference terminology.
  • Provide thought leadership for the development, documentation, and execution of policies, procedures, and governance that drive the clinical data lifecycle needs.
  • Serve as a steward to Data Governance by participating in working groups and committee initiatives serving as a subject matter expert for domain knowledge of data standards and quality initiatives.
  • Identify information gaps discovered during the terminology mapping process; communicate gaps or problems with mapping processes and provide actionable solutions.
  • Apply knowledge of clinical data and end user workflow experience to influence HIE tools, products, and services.
  • Plan and execute product inspection and testing for quality assurance and conformance to specifications and deliverables.
  • Work with source systems and downstream data consumers to apply standard data quality techniques, remediate issues, and assist with implementation of processes to monitor data quality risks.
  • Assist to analyze data quality results and measure and audit large volumes of data for quality issues and gaps.
  • Assist with the performance of root cause analysis of data anomalies and triaging data quality issues.
  • Evaluate and quantify business impact of data quality issues and make recommendations for data improvements including required process and system changes.
  • Prepare product and process data quality reports utilizing identified metrics.
  • Champion organizational behavior changes as it relates to the use of data; realizing vision of data managed as an asset and supporting literacy.
  • Lead organizational activities with vendor and client representatives concerning identified data quality issues, and the development and execution of effective corrective action plans.
  • Maintain professional and technical knowledge by attending educational workshops; reviewing professional publications; establishing personal networks; participating in professional societies.
  • Maintain knowledge of clinical disease states, hospital care processes, quality measure reporting, and Social Determinants of Health (SDOH) data types.
  • Participate as a subject matter expert to support education and train internal and external staff as to understanding and applying Contexture data quality management program policies, procedures, and standards.

Requirements

  • Minimum of 5+ years of relevant experience with a Bachelor's Degree in Nursing or related clinical field.
  • Experience in claims data analysis and/or medical claims coding.
  • Working knowledge of quality assurance and quality improvement methodologies, techniques, tools, and data quality principles.
  • Experience with applying process improvement strategies to clinical workflows that utilize information systems.
  • Clinical background (RN, NP, PA) and experience using an electronic health record system such as EPIC, Cerner, Meditech, NextGen, eClinicalWorks, and Allscripts.
  • Knowledge of state and federal quality payment and improvement programs (eCQM, HTP, QPP) in ambulatory and inpatient care settings.
  • Working knowledge of HL7 standards and protocols (HL7 x, HL7 v3.x, HL7 FHIR, C-CDA, XDS.b).
  • Experience with data management, data warehousing, data modeling, data analysis, and statistics.
  • Working knowledge of MSSQL Server, PostgreSQL, and Python.
  • Familiarity with best practice standards and challenges associated with interoperability of data.
  • Knowledge of standard codes set terminologies such as LOINC, CPT, ICD-10, SNOMED, RxNorm, CVX.
  • Experience with clinical terminology coding and mapping, and common tools/resources.
  • Working knowledge of medical claims data formats (UB92, CCLS, 835, 834, CMS 1500).
  • Proficiency in Microsoft Office tools (Word, Project, Excel, PowerPoint; Visio preferred).
  • Ability to work in a fast-paced environment and adjust quickly to changing work demands and priorities.
  • Highly organized with attention to detail and compliance requirements.
  • Self-motivated, resourceful, critical thinker with a passion for utilizing technology to enhance healthcare delivery.
  • Excellent written and verbal communication skills.

Nice-to-haves

  • Master's degree or other advanced degree in informatics preferred.
  • Formal certifications such as CPHQ, NI-BC, CBCS, CCS, CMIS, or NCCT preferred.
  • Membership in informatics-related professional organizations (HIMSS, AMIA, ANIA) preferred.
