About the position

The New York City Comptroller's Office is dedicated to promoting the financial health, integrity, and effectiveness of the New York City government. This role is crucial in strengthening trust and securing a thriving future for all New Yorkers while building a more just, equitable, and resilient city. The office, led by an independently elected citywide official, provides essential checks and balances to ensure that the City government budgets wisely, invests responsibly, operates efficiently, and fulfills its obligations and promises. The office also focuses on long-term challenges that the city faces collectively. Within this framework, the Bureau of Budget plays a vital role in evaluating New York City's fiscal, cash, and economic position. This is achieved through the analysis of revenue collections, expenditures, the capital program, and the local economy's condition. The Bureau is tasked with promoting transparency and accountability in financial reporting and budgeting, reviewing and commenting on the City's Financial Plan, and issuing reports on cash balances and debt capacity. Additionally, it oversees independent actuarial audits to assess the assumptions behind the City's pension contributions and conducts regular assessments of the City's economic outlook and revenue performance. The Senior Education Budget Research Analyst will report to the Director of Budget Research and will be responsible for supporting both quick turnaround projects and longer-term research related to funding education for young children to young adults in New York City. This position requires strong analytical skills and the ability to distill both quantitative and qualitative results into clear findings and actionable recommendations. The analyst will monitor the Department of Education's budget, fiscal impacts on public schools, early childhood education, child care initiatives, and the City University of New York (CUNY).

Responsibilities

  • Monitor the Department of Education's (DOE's) budget and fiscal impacts on public schools, early childhood education, and child care initiatives as well as the City University of New York (CUNY).
  • Review budget documents, follow current events and legislative actions, and engage with the DOE, Office of Management and Budget (OMB), and other City/State Agencies on education.
  • Interpret developments at the State level and assess fiscal implications for the City.
  • Identify timely and salient issues for analysis and research.
  • Create and maintain datasets related to educational budget topics.
  • Contribute to Charter-mandated reports with attention to potential risks and unaccounted costs and impacts.
  • Collaborate with other members of the Bureau of Budget and other Bureaus within the office; respond to external inquiries and attend meetings and public hearings.
  • Prepare briefing notes, help develop testimony, and interact with external partners.
  • Perform other related work and assignments including supervision of one or more projects as may be required.

Requirements

  • Master's degree in Public Policy Analysis/Administration, Urban Studies, Economics, Accounting, Finance, or a closely related field and three or more years of professional experience in budgetary planning/management, financial analysis, public policy analysis, and/or administration in a government agency or non-profit; or, combined education and/or experience equivalent to the above.
  • A baccalaureate degree from an accredited college and two years of full-time experience in budgetary planning, financial analysis, management, or engineering. Work toward a Law degree or toward a Master's degree in business, public administration, economics, engineering or a related field may be substituted for experience on a year for year basis.
