About the position

WANTED: A mission-driven professional with 20 years of experience and an active Secret clearance to become our next Senior Engineering Manager (E4) Knowledge Base Systems (KBS) at the Government's facility in West Bethesda, MD (NSWCCD). As KBS Senior Engineering Manager (E4), you will provide critical support in protecting our country. A week in the life of a KBS Senior Engineering Manager (E4) will involve providing Senior Engineering expertise and leadership in the acquisition of engineering and technical Knowledge Based Services (KBS) in support of NSWCCD Code 80, other NSWCCD Codes, and NSWCCD sponsors. Your mission will include research, design and development, test and evaluation, and ongoing operational assessment of model-scale and full-scale surface ships, submarines, small craft, and specialized platforms including sea-based aviation and off-board systems such as amphibious vehicles, autonomous and unmanned vehicles, stationary or submersible rigs, tethered systems, and towed or moored sensor systems. You will also provide Senior Engineering support to the Naval Surface Warfare Center Carderock Division's (NSWCCD) Naval Architecture and Engineering Department (Code 80) in all areas of the Performance Work Statement (PWS) including research, engineering, and naval architecture on various platforms. Your responsibilities will include leading engineering duties in project management, electronic document library management, meetings, and in-progress reviews, as well as programmatic support. You will also lead engineering duties in research and development support, hydrodynamics and aerodynamics engineering support, design and development, systems engineering support, and support of on-site test and fabrication facilities. Additionally, you will be involved in modeling and simulation support, design documentation and technical data support, test and evaluation support, and managing CDRL deliverables and government-furnished property.

Responsibilities

  • Provide Senior Engineering expertise and leadership in acquisition of engineering and technical Knowledge Based Services (KBS) in support of NSWCCD Code 80 and other NSWCCD Codes.
  • Support the mission of research, design and development, test and evaluation, and ongoing operational assessment of various naval platforms.
  • Lead engineering duties in project management, electronic document library management, meetings, and in-progress reviews.
  • Provide engineering support in research and development, hydrodynamics and aerodynamics engineering, design and development, and systems engineering.
  • Support on-site test and fabrication facilities and manage modeling and simulation support.
  • Oversee design documentation and technical data support, test and evaluation support, and manage CDRL deliverables.

Requirements

  • A Bachelor's degree from an accredited institution in Aerospace, Civil, Mechanical, Electrical, Systems Engineering, Engineering Management, Marine (Ocean), or Naval Architecture.
  • Active Secret Security Clearance.
  • U.S. Citizenship required.
  • Approximately twenty (20) years of verifiable experience in planning, directing, and coordinating engineering programs for the Navy, Marine Corps, Coast Guard, or Military Sealift Command.
  • Experience in researching, developing, testing, and evaluating platforms and systems, including subsystems and components.
  • Experience in performing ship, submarine, and advanced marine vehicle research and development.
  • Specialization in conducting case studies, editing statements of work and specifications, and performing scheduling and engineering design trade-off analyses.
  • Experience supervising technical staff and participating in multidisciplinary design, development, test planning, and test execution.
