About the position

The Senior Environmental Oversight Technician at ECI Environmental Consultants is responsible for ensuring environmental compliance on large-scale electric transmission construction projects. This full-time field position requires a professional who enjoys outdoor work and can operate independently while promoting safety and excellence in environmental practices. The role involves oversight of construction activities, compliance inspections, and effective communication with various stakeholders.

Responsibilities

  • Provide Environmental Compliance and construction oversight on transmission Site Development and Linear Transmission Line construction projects.
  • Conduct environmental oversight and compliance inspections associated with Transmission Capital Projects, NPDES, and SWPPP.
  • Perform erosion and sediment, stormwater management, and pollution prevention inspections for construction projects.
  • Interpret complex plans and drawings related to construction.
  • Attend pre-construction, constructability, and status meetings as directed.
  • Ensure compliance with laws and regulations regarding wetland access, protected species, and site control.
  • Manage and oversee site development crews and provide oversight to sediment and erosion control contractors.
  • Monitor and report to Project Management on the status of construction units and billing.
  • Document pre- and post-work field conditions to ensure compliance with permits and regulations.
  • Identify wetlands and sensitive areas and ensure crews are aware of them before entering.
  • Assist in developing recommendations for future R-O-W maintenance requirements.
  • Communicate daily with utility clients, contractors, landowners, and the public.
  • Promote and maintain good public relations in all duties.

Requirements

  • Associate or bachelor's degree in environmental science, Construction Management, Building Science, or related fields.
  • In lieu of a degree, 3+ years' experience in compliance-related Site Development work or utility construction permitting.
  • Solid understanding of NPDES, NCDEQ, and SCDHEC regulations and SWPPP implementation.
  • Completion of a Stormwater, Erosion Control Inspector Training Program or similar competency program.
  • Desire to work outdoors in various weather conditions and terrains.
  • Strong public relations skills and ability to interface with the public.
  • Willingness to work alone and basic computer skills.
  • Valid driver's license.

Nice-to-haves

  • Background in Electric Transmission Construction, Pipeline, or Utility field.
  • Extensive knowledge of SWPPP.
  • Previous construction crew oversight experience.
  • GIS experience.
  • Knowledge of ANSI Z133 safety standards.
  • Military background is a plus.
  • Bi-lingual in English and Spanish is a plus.
