About the position

The Senior Environmental Planner and Project Manager will lead multi-disciplinary teams in conducting comprehensive environmental reviews and permitting for projects related to NEPA and SEPA. This role involves project management, interagency coordination, public involvement, and business development, contributing to transformative infrastructure and restoration projects across various sectors.

Responsibilities

  • Interface directly with clients, internal team members, regulatory agency staff, and tribal representatives.
  • Lead the preparation of documents in compliance with NEPA and/or SEPA.
  • Develop and recommend appropriate approaches to complying with NEPA, SEPA, and other environmental laws.
  • Staff and manage interdisciplinary teams.
  • Develop project scopes, schedules, and budgets and manage project delivery to meet client expectations and Jacobs financial goals.
  • Lead or assist with the preparation of competitive bid proposals and participate in presentations.
  • Recognize, communicate, and mitigate risks.
  • Provide expertise in federal, Washington State, and local regulatory requirements and permitting processes.

Requirements

  • Bachelor's or Master's degree in Planning, Environmental Science, Environmental Policy, Geography, Biology, Ecology, or related field.
  • 10-15+ years' experience in environmental planning studies, analysis, and permitting with an emphasis on NEPA and SEPA compliance.
  • Familiarity with NEPA, SEPA, and other environmental laws and their compliance pathways.
  • Experience preparing NEPA documents, including Categorical Exclusions, Environmental Assessments, and Environmental Impact Statements.
  • Proven project management expertise, including managing interdisciplinary teams and skills related to scope, schedule, budget, risk, and opportunity.
  • Demonstrated experience contracting with and managing subconsultants.
  • Business development expertise with the ability to market to state, local, and private clients.

Nice-to-haves

  • Experience working with City of Seattle, King County, Sound Transit, and other relevant agencies.
  • Knowledge of design-build and/or progressive design-build contract models.
  • Experience tracking environmental commitments and monitoring compliance during construction.
  • Comfort with interpreting engineering design drawings.
  • Experience preparing Planning and Environmental Linkages studies.
  • Experience working on at least one NEPA Environmental Impact Statement from Notice of Intent through Record of Decision.
