About the position

The Lahontan Regional Water Quality Control Board's Compliance and Planning Division has an opening for a Senior Environmental Scientist - Supervisor in the Non-Point Source Unit. The position is located at 2501 Lake Tahoe Blvd, South Lake Tahoe, CA. The incumbent will provide Senior level responsibility and oversight of NPS Unit staff in making policy recommendations, providing technical expertise, evaluating and drafting environmental documents, and performing sensitive assignments related to NPS water quality issues throughout the Lahontan region and the Lake Tahoe Basin. The incumbent is expected to be courteous and to provide timely responses to internal/external customers, to follow through on commitments, and to solicit and consider internal/external customer input when completing work assignments.

Responsibilities

  • Provide technical support and oversight of NPS Unit staff working on the development and/or review of monitoring plans, monitoring programs, and monitoring requirements in the Lake Tahoe Watershed.
  • Prepare Lake Tahoe TMDL program management related annual reports in coordination with the Nevada Division of Environmental Protection (NDEP).
  • Provide technical support and oversight of NPS Unit staff during implementation and management of the Lake Tahoe TMDL and compliance with the Lake Clarity Crediting Program.
  • Coordinate directly with the Regional Monitoring Coordinator to assess/evaluate ongoing monitoring efforts and respond to harmful algae blooms and other water quality concerns.
  • Develop and track progress in implementing the Lahontan Region's grazing regulatory strategy.
  • Oversee NPS Unit staff work associated with compilation and statistical analyses of data to track and evaluate water quality trends associated with grazing activities.
  • Attend and participate in NPS roundtable meetings; compile and report on NPS activities and accomplishments to State Water Resources Control Board and USEPA.
  • Draft annual and multi-year work planning documents in coordination with other regional and State Board NPS staff.
  • Engage in senior level work associated with application review, contract development, and grant management of 319(h) grants.

Requirements

  • Must possess essential personal qualifications including integrity, initiative, dependability, good judgment, and the ability to work cooperatively with others.
  • Must have Senior Environmental Scientist (Supervisory) list, transfer, or reinstatement eligibility and be reachable on the certification list.
  • Possess a current and valid driver's license if the position requires driving.

  • Experience using effective leadership skills as a manager.
  • Experience managing and mentoring multi-disciplinary staff engaged in technical and policy issues.
  • Ability to develop and implement work plans and performance measures to ensure accountability.
  • Experience with all aspects of formal public presentations, including logistics, content, rehearsals, and public outreach.
  • Experience managing program budgets and tracking expenditures.
  • Familiarity with the Lake Tahoe TMDL Implementation program and the work of the Tahoe Science Council.
