About the position

WWC Global is seeking a Senior Financial Analyst to support the Office of the Undersecretary of Defense for Research and Engineering (OUSD R&E) on a fully funded contract. The role involves managing budget submissions, analyzing financial trends, and ensuring compliance with the DoD's financial processes. The analyst will play a crucial role in preparing documentation for budget proposals and program evaluations, while also supporting the execution of DoD programs.

Responsibilities

  • Assisting the OUSD(R&E) in developing the Program Objectives Memorandum and Budget Estimate Submission.
  • Managing internal OUSD(R&E) budget reviews and change/budget proposals.
  • Reviewing budget submission entries in Excel and applicable databases.
  • Developing and reviewing detailed budget justification material (R-Forms, P-Forms, etc.).
  • Preparing analysis and evaluations of the effectiveness of programs/operations.
  • Analyzing financial and budgetary trends.
  • Reviewing statements of work and required funding documents for approved OUSD(R&E) projects.
  • Monitoring and supporting DoD program execution, including submission of required documentation for funding release.
  • Following up on distribution of funding and monitoring obligation and disbursement rates for funded projects.
  • Documenting annual expenditures and preparing required documentation to support the DoD PPBE process.
  • Preparing and participating in Mid-Year reviews and other PPBE meetings as required.
  • Assisting OUSD(R&E) in identifying baseline financial processes and designing target financial and business processes.
  • Processing financial and budgetary actions in the Defense Agencies Initiative (DAI) system.
  • Assisting in preparing audit readiness documentation.
  • Executing and following-up on all budgetary data calls.

Requirements

  • Bachelor's Degree.
  • Current, active Secret security clearance.
  • Ten (10) years of experience in financial analysis within the Department of Defense.
  • Direct experience working within the Defense Agencies Initiative (DAI).
  • Demonstrated experience in all phases of the DOD PPBE processes.
  • Working knowledge of POM and Budget Estimate submissions within the DoD.
  • Proficient in all Microsoft Office applications.
  • Professional proficiency in English is required.
  • Applicants must be currently authorized to work in the United States on a full-time basis.
