About the position

The Senior Financial & Budget Analyst will support the Office of the Under Secretary of Defense for Research & Engineering (OUSD R-E) by providing senior-level Planning, Programming, Budgeting, and Execution (PPBE) support. This role involves coordinating with key stakeholders, conducting financial data collection and review, and serving as the principal internal staff coordinator for financial deliverables and taskers.

Responsibilities

  • Develop comprehensive knowledge and expertise with respect to OUSD R-E P&E budget portfolio and all associated programs
  • Establish and maintain professional working relationships with government program managers and financial analysts
  • Serve as primary action officer for financial data collection, aggregation, and deliverable preparation
  • Monitor current year financial execution of OUSD R-E P&E programs
  • Coordinate preparation and submission of annual budget documentation in support of POM and PB cycles
  • Leverage financial expertise to provide aggregate financial data in response to assigned taskers and legislative requests
  • Execute other duties as assigned by the government client or contract task lead

Requirements

  • 10+ years of directly relevant Department of Defense financial management experience
  • Familiarity with Department of Defense Planning, Programming, Budgeting & Execution Process (PPBE)
  • Understanding of the Department of Defense programmatic structure at the appropriation level
  • Experience with Research, Development, Test & Evaluation (RDTE) appropriated funds
  • Experience using DAI OBIEE application for financial data extraction
  • Experience using ADVANA for monitoring DAR-Q taskers
  • Familiarity with Military Interdepartmental Purchase Order (MIPR) processes
  • Experience preparing executive level briefing materials
  • Strong analytic, administrative, communication, and organizational skills
  • Bachelor's degree
  • Clearance Level: TS/SCI
