About the position

As a Senior Financial/Budget Execution Program Manager at WiSC Enterprises, you will provide program management and financial/budget planning and execution guidance to a government lead and team in support of the joint NGA/NRO Overhead Persistent Infrared (OPIR) PMO. This role involves offering technical, financial, schedule, and risk management guidance, as well as supporting the drafting of interagency agreements and other necessary documents for budget execution. You will work closely with senior management across joint NGA/NRO directorates, ensuring programmatic alignment with NGA Vision and CIOT Priorities, while also maintaining program management artifacts and supporting governance processes.

Responsibilities

  • Provide program management and financial/budget planning guidance to a government lead and team.
  • Support the drafting of interagency agreements and documents for budget execution.
  • Provide technical, financial, schedule, and risk management guidance to the project or PMO.
  • Coordinate cost estimates and technical work scope with the PMO and project teams.
  • Interface with NGA organizational areas and end users to identify and mitigate risks.
  • Support strategic business planning and business development activities for NGA Management.
  • Ensure programmatic alignment with NGA Vision and CIOT Priorities.
  • Support the development and governance management of Request for Change (RFC's) and Engineering Change Proposal (ECPs) documents.
  • Prepare briefing packages for the Acquisition Governance Process and related boards.
  • Maintain PMO artifacts using NGA approved software and tools.

Requirements

  • A minimum of twelve (12) years of generalized experience.
  • At least eight (8) years of experience in DoD and/or IC budget/financial planning and execution processes.
  • Demonstrated specialized experience as a Program Manager in cost, schedule, performance, and risk management.
  • Project Management Professional (PMP) certification or equivalent specialized experience.
  • Bachelor's Degree in Information Systems, Business, Economics, Accounting, or Finance.
  • Active TS/SCI Security Clearance.

Nice-to-haves

  • Working knowledge of lean six-sigma strategies and execution.
  • Familiarity with agile methods and practices.
  • Experience with Scaled Agile Framework (SAFe) methods.
