About the position

The Senior Financial Management Analyst will support the technical aspects of the Federal Housing Finance Agency (FHFA) planning, programming, and budget processes. This role involves managing financial management systems and providing financial support programs and practices within the agency. The incumbent will serve as a technical expert in budget formulation, execution, and financial systems administration, ensuring that budgetary methodologies and policies are appropriately interpreted and implemented.

Responsibilities

  • Support the technical aspects of budget formulation and execution, financial management system administration, and financial support programs and practices within the agency.
  • Plan, develop, and implement procedures, policies, and manuals related to financial management and agency budget formulation and execution.
  • Evaluate the impact of policies and laws on the agency's financial management practices and budgetary processes to provide expert advice to management.
  • Advise managers on the effective implementation and maintenance of financial management systems or processes.
  • Manage budget execution reporting to ensure appropriate financial structure and coding are applied on all financial transactions.
  • Lead key projects such as budget formulation and execution, annual pay adjustments, and OIG audits and reviews.
  • Prepare, document, and present annual budget formulation and execution reports.
  • Oversee financial oversight processes, including charge card management administration policies and monthly budgetary reporting.
  • Organize and lead efforts to plan and execute studies and projects related to financial management procedures and reporting requirements.
  • Perform financial analysis of obligations, expenses, and budget availability to support budgetary decision making.

Requirements

  • 52 weeks of specialized experience equivalent to the next lower grade level (EL/GS-13) in financial management, budget status, and financial systems administration.
  • Experience advising and briefing management on financial management and budget status.
  • Experience managing financial management processes and administrative financial systems to ensure compliance with internal controls.
  • Experience preparing and presenting annual budgets for an agency or organization.
  • Experience managing the budget execution process and performing funds management activities.
