About the position

The Senior Financial Management and Budget Analyst is a professional role responsible for conducting complex data analysis to assist in the planning, development, and implementation of operating and capital budgets for LYNX. This position requires significant professional judgment in resource allocation and data accuracy to support organizational growth and success. The analyst will work closely with various stakeholders to provide financial insights and recommendations, ensuring the accuracy of financial data and reports.

Responsibilities

  • Assist in the planning and development of the operating and capital budgets for submission to the LYNX Board of Directors.
  • Conduct qualitative and quantitative financial research to support decision-making and budget development.
  • Perform statistical and comparative analyses of revenue and spending, providing data in reports, presentations, and visual aids.
  • Compile and maintain databases to support financial analysis efforts.
  • Generate complex financial reports to monitor and report expenditures and budgetary data.
  • Prepare financial reports comparing budget to actual, informing management of variances and their impacts.
  • Consult with Authority departments regarding budget analysis and financial reports.
  • Ensure the accuracy of financial data used for budgetary analysis and reporting.
  • Forecast revenues and expenses, compiling financial information for planning purposes.
  • Assist in the preparation of annual funding agreements and quarterly reports to funding partners.

Requirements

  • Bachelor's degree in Finance/Accounting, Business Administration, or a closely related field.
  • Five years of professional experience in accounting or financial planning and analysis, or an equivalent combination of education and experience.
  • Knowledge of generally accepted accounting principles (GAAP) and governmental finance and accounting practices.
  • Proficient in the use of personal computers and software applications for word processing, spreadsheets, and databases.

Nice-to-haves

  • Experience in budget development in a local government environment.
  • Knowledge of grant regulations, policies, and guidelines.
