About the position

The Senior Financial Systems Project Liaison, Operations & Policy Analyst 4 position at the Oregon Department of Human Services (ODHS) is a key role focused on leading the Financial Systems Modernization Project. This position is responsible for improving service delivery through the modernization of financial systems, ensuring compliance with state and federal regulations, and providing consultative advice on financial management aspects. The role requires collaboration with various stakeholders to implement operational and policy changes related to new programs and systems.

Responsibilities

  • Act as the Senior Financial Project Analyst for the Financial Systems Modernization Project.
  • Work closely with key partners in the research and development of new systems.
  • Provide consultative advice on administrative, policy, programmatic, and financial management aspects of ODHS/OHA.
  • Implement financial solutions across both ODHS and OHA in collaboration with program-specific operation analysts.
  • Manage and coordinate comprehensive studies to evaluate business operations and program regulations.
  • Explain policy issues and the effects of proposed legislation on financial systems and program operations.
  • Review and provide feedback on fiscal impact statements and monitor implementation of legislation.
  • Review submission of federal advanced planning documents related to financial system modernization.
  • Define and draft financial policy and system requirements by working with stakeholders from different state agencies.

Requirements

  • Eight years of professional-level evaluative, analytical, and planning work experience.
  • Education in Accounting, Finance, Business, Computer Science, Information Systems, or related fields, with substitutions for experience based on degree level.

Nice-to-haves

  • Experience with Financial Systems and Financial Applications.
  • Experience with Government financial and accounting systems and processes.
  • Customer service skills and experience with user support.
  • Experience as a systems analyst, including requirements, testing, and procedures.
  • Experience writing user/procedural material and responding to users clearly and succinctly.
