About the position

The Senior Government Accounting Manager plays a crucial role in ensuring compliance and accuracy in the development of Forward Pricing Rate Proposals (FPRPs) and annual Incurred Cost Submissions (ICS) for the GE Aerospace Defense & Systems organization. This position involves collaboration with various stakeholders to maintain compliant operating practices and policies, while also leading continuous improvement initiatives in the FPRP and ICS processes. The successful candidate will be responsible for financial analysis, government reporting, audit support, and fostering relationships with key government regulators.

Responsibilities

  • Provide actionable analysis, insights, and recommendations for compliance with Cost Accounting Standards (CAS), the Federal Acquisition Regulation (FAR), and other applicable regulations.
  • Analyze financial information to ensure costs are aligned to appropriate cost pools for FPRP and ICS submissions.
  • Monitor requirements for FPRP and ICS adequacy and implement necessary process changes.
  • Manage process and documentation supporting the development and audit of rates.
  • Establish effective working relationships with cost and functional owners for timely support of submissions.
  • Support internal, DCMA, and DCAA audits and cultivate strong relationships with auditors.
  • Work in a fast-changing environment on high visibility projects.
  • Apply lean concepts to streamline processes and reduce waste.
  • Prepare five-year, forward-looking cost forecast narratives.
  • Complete schedules for submission to the DCMA or other government agencies for FPRP.
  • Perform rate variance analysis of forecast compared to actual costs.
  • Provide subject matter expertise in support of rate negotiations with US Government representatives.
  • Perform data reconciliations between ICS schedules and source systems for accurate submissions.
  • Interface with business contacts to identify and execute memo adjustments to costs incurred.
  • Drive effective business planning by presenting summaries of ICS rates to leadership.

Requirements

  • Bachelor's degree in Finance, Accounting, Business, or a related field.
  • 4+ years operating cost analytics experience.
  • 3+ years cost accounting experience.
  • Significant experience in Finance, Government Accounting, and applicable regulations (CAS, FAR, DFARS, DCAA Contract Audit Manual).
