About the position

The Senior Grant & Budget Analyst position at Phoenix Houses of Long Island, Inc. is a full-time role within the Finance Department, responsible for ensuring effective financial management and compliance with agency, state, and federal regulations. The analyst will assist in budget development, monitor expenditures, and prepare financial reports to support the organization's objectives in delivering critical services.

Responsibilities

  • Assist in the maintenance of reports to external agencies, including the State Offices for Mental Health (OMH) and Alcoholism and Substance Abuse Services (OASAS).
  • Monitor spending for service contracts and work with finance and program staff to report expenditures accurately.
  • Collect, classify, evaluate, and analyze financial data and prepare reports.
  • Mitigate financial risk and ensure fiscal compliance with laws and regulations.
  • Lead complex financial analysis to develop budgets with program directors.
  • Analyze monthly financial statements and variance reports to advise program directors on financial plans.
  • Monitor program expenses and revenue billings against approved budgets and develop modifications if necessary.
  • Bill on contract awards and prepare necessary billing documents, tracking due dates and preparing reports for grantor agencies.
  • Ensure compliance with contract administration and funders during the grant closeout process.
  • Assist in monthly, quarterly, and year-end close processes, including preparation of reports and reconciliations.
  • Assist in Agency Year-End financial and Single Audit, including Government Funded audits.

Requirements

  • Bachelor's degree in Finance, Accounting, Public Administration, Economics, or a related field.
  • Proven experience in budget analysis, financial planning, or a similar role; government or public sector experience preferred.
  • Proficient in Microsoft Office, particularly Excel.
  • Ability to research and analyze data and resolve issues; read, interpret and apply policies, procedures, laws, and regulations.
  • Knowledge of OASAS and/or OMH regulations is a plus.
  • Ability to function independently, attend to detail, work under pressure, and complete tasks on time.
  • Solid knowledge of US GAAP, Federal and State grants regulations, and governmental and nonprofit budgetary accounting.
  • Solid knowledge of Accounting Information Systems and financial statements.
  • Advanced data analysis skills and high proficiency with MS Excel and MS Word.
  • Strong research ability and ability to manage multiple programs in a high-pressure environment.
  • Detail-oriented and extremely organized.
  • Effective, persuasive written and verbal communication skills.

  • Knowledge of OASAS and/or OMH regulations.
