About the position

The Senior HR Specialist (Onboarding) at YRCI plays a crucial role in supporting the Human Resource Remote Operations Center (HRROC) by managing the onboarding process for new hires across multiple Federal agencies. This position involves verifying employment documents, creating personnel reports, and providing guidance to new employees during their onboarding journey. The role requires a collaborative approach to problem-solving and effective communication with various stakeholders to ensure compliance with HR policies and procedures.

Responsibilities

  • Input and verify documents for employment in the USA Staffing system to onboard new hires.
  • Create and update personnel reports based on program, auditing, or special project needs.
  • Research complex pay and personnel policy questions and explain program requirements.
  • Assist managers and administrative staff with automated data processing systems.
  • Brief Team Lead and Branch Chief on project statuses and identify areas of concern.
  • Provide guidance to selectees during the onboarding process, ensuring forms are complete.
  • Answer questions regarding employment requirements and identify potential problem areas.
  • Conduct reviews of personnel forms for completeness and accuracy, following up on missing items.
  • Ensure actions are entered into the National Finance Center (NFC) database by established timeframes.
  • Provide advisory services on recruitment/staffing related to personnel actions and hiring.
  • Determine benefits eligibility and follow up on suspense actions.
  • Verify Fair Labor Standards Act (FLSA) assessments and confirm veteran's preference eligibility.
  • Process documents associated with SF-52s and SF-50s in automated systems.
  • Ensure compliance with OPM guidelines for personnel documents.
  • Review personnel actions for accuracy and resolve discrepancies.
  • Coordinate EOD dates for new hires and follow up with candidates.
  • Prepare offer letters and employment-related correspondence.
  • Research and resolve human resource problems related to pay and performance.
  • Prepare security and medical packages for new hires.
  • Conduct new employee orientation and provide one-on-one counseling.
  • Advise GPO employees on grade retention and pay retention determinations.
  • Ensure personnel documents for non-hire actions are up to date in eOPFs.
  • Update HC Dashboard - Tracker with accurate information.
  • Code actions for inputs into NFC's automated payroll/personnel systems and follow up on errors.
  • Review selection packages to ensure all documents are accurate before making final job offers.
  • Collaborate with HC Talent Acquisition Specialists to recruit for commonly filled positions.

Requirements

  • Experience in human resources, particularly in onboarding and personnel actions.
  • Knowledge of federal HR policies and procedures, including OPM guidelines.
  • Proficiency in using automated HR systems such as USA Staffing, EmpowHR, and NFC.
  • Strong analytical skills to research and resolve complex HR issues.
  • Excellent communication skills for advising and counseling employees and managers.

Nice-to-haves

  • Experience working in a Shared Service Center environment.
