About the position

The RCSO Senior Human Resources Analyst/Talent Acquisition Partner is responsible for developing, facilitating, and implementing all phases of the talent acquisition strategic plan and recruitment process for the Richmond City Sheriff's Office. This role involves collaborating with HR professionals and technical staff to enhance recruitment practices while ensuring compliance with labor laws and regulations.

Responsibilities

  • Develops and implements talent acquisition/recruitment strategic plan
  • Creates law enforcement industry focused strategies to identify, hire and retain high quality candidates
  • Identifies and drafts detailed and accurate job descriptions and hiring criteria
  • Identifies and implements efficient and effective recruiting methods and strategies based on the available role and meeting the needs of the agency
  • Develops influential partnerships with hiring managers, internal recruiting partners, and business partners
  • Maintains strict confidentiality specific to talent planning and organizational development
  • Establishes effective executive search methodologies and best practices
  • Collaborates with the hiring manager and/or other human resources staff during the offer process, identifying and recommending salary ranges, incentives, start dates, and other pertinent details
  • Ensures compliance with federal, state, and local employment laws and regulations, and city policies
  • Manages sourcing of qualified candidates through a wide variety of channels, including external resume databases, LinkedIn, colleges and universities, job fairs, social media, community events and internal and external recruiting activities
  • Ensures equitable and objective hiring practices
  • Partners with the Sheriff and senior management, HR colleagues and Finance to anticipate upcoming needs, market compensation trends and strategies
  • Demonstrates an expert level of understanding of talent acquisition needs by participating in client meetings and being aware of changes within the organization
  • Leads talent acquisition responsibilities and manages hiring manager/candidate expectations
  • Provides a positive candidate onboarding experience with frequent and timely communication throughout the talent acquisition process
  • Shares manager feedback and appropriate dispositions of all candidates
  • Educates candidates on the career growth potential, benefits, compensation philosophy and many advantages of a career in law enforcement
  • Understands the diversity goals of the agency
  • Utilizes the complete functionality of the RCSO Applicant Tracking System
  • Performs all additional related duties and responsibilities as required

Requirements

  • Five years of professional level recruiting experience
  • Four years of Human Resources/Customer Service experience
  • Bachelor's degree in Human Resources, Business or related field
  • Recruitment certification and/or SHRM HR Certification

Nice-to-haves

  • Five to six years of experience in law enforcement related recruiting
  • Master's degree in Human Resources or related discipline
  • SHRM CP or SCP Certification
  • Employment law and law enforcement industry recruitment practices
  • Current law enforcement/related recruitment experience
  • In-depth experience in competency-based interview and assessment techniques
  • Applicant Tracking System end-user and administrator training
  • Advanced Microsoft Office experience, including virtual team platforms for meetings

  • Excellent communication skills (written and verbal)
  • Excellent problem-solving and critical thinking skills
