About the position

The Senior Human Resources Generalist at Western Dakota Technical College (WDTC) plays a pivotal role in managing and executing various human resources functions that align with the institution's strategic goals. Reporting to the Vice President, this position encompasses a wide range of responsibilities including benefits administration, talent acquisition, employee relations, performance management, onboarding, policy development, and compliance with labor laws. The Senior HR Generalist is expected to embody and promote the culture and values of WDTC, serving as a role model for both employees and students. In this role, the Senior HR Generalist will coordinate and oversee all human resources activities, ensuring the effective use of human resources across the organization. This includes managing workers' compensation claims, overseeing leaves of absence, and ensuring compliance with the Americans with Disabilities Act (ADA). The position also involves developing and analyzing reports related to employee data, benefit costs, staffing levels, and turnover, which will be presented to senior leadership for review. The Senior HR Generalist will chair the Employee Recognition Committee and co-chair the Benefits and Compensation Committee, collaborating with various committees to enhance employee engagement and wellness. Additionally, the role requires acting as a liaison between management and employees to resolve issues, conducting investigations, and providing guidance on performance management and disciplinary actions. The Senior HR Generalist will also be responsible for maintaining the organization's employee handbook, ensuring compliance with local, state, and federal regulations, and overseeing the onboarding process for new employees. To stay current with industry standards, the Senior HR Generalist will participate in professional development opportunities, maintain professional certifications, and develop networks within the HR community. This position is crucial for fostering a positive work environment and ensuring that WDTC remains compliant with all relevant employment laws and regulations.

Responsibilities

  • Coordinate and oversee all human resources activities to maximize strategic use of human resources.
  • Manage workers' compensation claims and leaves of absence, including return to work and transitional duty programs.
  • Develop, prepare, and analyze ongoing reports related to employee personnel data and benefit costs.
  • Maintain an Affirmative Action Program and serve as EEO compliance specialist.
  • Chair the Employee Recognition Committee and co-chair the Benefits and Compensation Committee.
  • Administer a comprehensive benefits program ensuring compliance with legal requirements.
  • Ensure Health Care Reform ACA compliance including reporting requirements and hour tracking.
  • Act as liaison with managers to resolve employee relations issues and conduct investigations.
  • Interpret, explain, and present human resources issues, policies, and procedures to employees and managers.
  • Train and support supervisors in employee performance matters and performance reviews.
  • Work with senior leadership to develop and implement personnel policies and procedures.
  • Oversee maintenance of the organization's employee handbook and ensure timely updates.
  • Work with hiring managers to develop and maintain job descriptions in compliance with FLSA requirements.
  • Conduct wage and salary surveys and provide feedback on evaluation and classification of positions.
  • Ensure maintenance and security of all personnel records in accordance with applicable regulations.
  • Oversee representation of the organization in personnel-related hearings and investigations.
  • Oversee new employee orientation and onboarding processes.
  • Ensure required reporting of all state and federal employment data.
  • Ensure organization compliance with local, state, and federal laws and regulations.
  • Update job knowledge by participating in conferences and education opportunities.
  • Develop, train, and implement an employee Ombuds program to maintain a positive campus climate.
  • Maintain confidentiality in all human resources and organization information.

Requirements

  • Bachelor's degree in Human Resources, Business Administration, or a related field.
  • Minimum of 5 years of experience in human resources management or a related field.
  • Strong knowledge of employment laws and regulations, including ADA, FMLA, and EEO compliance.
  • Experience in benefits administration and talent acquisition.
  • Excellent communication and interpersonal skills.
  • Ability to analyze data and prepare reports for senior leadership.
  • Strong organizational skills and attention to detail.
  • Ability to maintain confidentiality and handle sensitive information.

Nice-to-haves
