About the position

The Senior Human Resources Specialist position at the Federal Deposit Insurance Corporation (FDIC) is responsible for managing the Executive Resources Recruitment Program. This role involves strategic planning, implementation, and evaluation of HR programs to enhance recruitment, retention, and development of a qualified workforce. The specialist will provide expert advice on staffing issues, analyze data to inform decision-making, and ensure alignment with the FDIC's long-term business goals.

Responsibilities

  • Manage the strategic Executive Resources Recruitment Program, including planning, managing, evaluating, and advising on program effectiveness.
  • Integrate program goals into the FDIC's long-range business plans and workforce requirements.
  • Develop strategies and associated goals for managing positive change within the organization.
  • Initiate and lead studies related to strategic planning and analysis, including methods for measuring program success.
  • Plan and execute projects to develop HR strategic plans and programs for recruitment, retention, and workforce development.
  • Maintain program and administrative reference materials, project files, and relevant background documents.
  • Advise management on staffing issues, including recruitment methods and special placement programs.
  • Analyze information and prepare analytical reports with recommendations for corrective actions or program changes.
  • Provide personnel advice and expertise for complex personnel issues related to recruitment, training, and retention.
  • Recommend revisions to executive staffing and operations policies in line with legislative and regulatory changes.

Requirements

  • At least one year of specialized experience equivalent to the GS-13 grade level in the Federal service.
  • Experience as a subject matter expert in staffing/recruitment and placement programs for Title 5 appointments.
  • Knowledge of job analysis, merit promotion procedures, and qualifications determination.
  • Ability to analyze data and develop solutions for staffing issues.

  • Strong oral and written communication skills for marketing HR programs.
