About the position

The Virginia Department of Agriculture and Consumer Services is seeking a Senior Human Resources Specialist in Talent Acquisition, Classification, and Compensation. This role is pivotal in providing advanced human resource services within a high-volume, fast-paced HR office that supports over 600 salaried employees. The successful candidate will be responsible for a variety of functions, including talent acquisition, classification and compensation, training and development, and policy development and interpretation. In the area of talent acquisition, the specialist will assist with the preparation of request to fill documents, post job openings, screen applicants, prepare interview materials, and provide guidance throughout the hiring process. This includes reviewing hiring packets for finalists and ensuring compliance with all policies and procedures related to talent acquisition, while also representing the agency at career fairs. The role requires a commitment to meeting the Commonwealth's time-to-fill goals for open positions. For classification and compensation, the specialist will conduct position classification audits for both new and existing roles, assist supervisors in preparing Employee Work Profiles (EWPs) and Physical Demand Worksheets (PDWs), and perform salary analyses as needed. Additionally, the position involves developing and facilitating training programs and interpreting policies for assigned functional areas. The specialist will also be required to travel to other VDACS offices for training sessions or career fairs, which may include both day and overnight trips. Once fully onboarded, the position may offer telework opportunities, subject to the Commonwealth's telework policy, allowing for a maximum of one day per week of remote work.

Responsibilities

  • Assist with request to fill documents and job postings.
  • Screen applicants and prepare interview documents.

  • Complete required verifications such as driving records and degree verifications.
  • Represent the agency at career fairs and ensure compliance with talent acquisition policies.
  • Conduct position classification audits for new and existing positions.
  • Assist supervisors with the preparation and revision of Employee Work Profiles (EWPs) and Physical Demand Worksheets (PDWs).
  • Conduct salary analyses for new and existing employees as needed.
  • Develop and facilitate training programs related to HR policies and practices.
  • Interpret policies for assigned functional areas and provide guidance to staff.

Requirements

  • Advanced technical knowledge of human resource management principles and practices.
  • Progressively responsible experience in human resources, particularly in talent acquisition, classification and compensation, and training and development.
  • Excellent communication, facilitation, and internal consulting skills.
  • Ability to prepare and present training programs and materials.
  • Demonstrated history of creating and maintaining business partner relationships.
  • Skilled communicator, both orally and in writing, with a diverse group of individuals.
  • Ability to analyze information and personnel situations, make logical decisions, and manage sensitive information.
  • Strong attention to detail and ability to manage competing priorities within tight deadlines.
  • Proficiency in Microsoft Office applications (Word, Excel, PowerPoint) and HR information systems.

Nice-to-haves

  • Basic working knowledge of state software systems such as Cardinal/PeopleSoft and PageUp.
