About the position

The Senior Human Resources Specialist position is located in the Office of the Chief Human Capital Officer (OCHCO) within the Human Resources Operations and Policy (HROP) Regional Operations Branch (ROB) in Atlanta, GA. This role involves providing comprehensive HR support, including staffing, classification, placement, pay and benefits programs, and employee and labor relations. The specialist will work closely with the Branch Chief and Associate Director to implement HR policies and operations, ensuring effective HR processes and providing guidance to team members.

Responsibilities

  • Provide technical direction and guidance to HR Specialists engaged in HR operational processes and programs.
  • Plan, coordinate, and review the work activities of regional HR Specialists to ensure effective performance of work assignments.
  • Ensure quality, accuracy, and integrity of HR processes and data to enhance HR operations.
  • Provide expert advice and assistance related to staffing and classification services.
  • Promote sound employee-management relations by responding to grievances and appeals.
  • Participate in labor relations activities as required.
  • Interpret existing laws, rules, regulations, policies, and procedures to managers and employees.
  • Counsel applicants and employees on HR policies and procedures.
  • Act as an advisor to supervisors and managers on complex HR issues.
  • Prepare and provide various ad-hoc reports related to operational issues.
  • Research complex issues related to employment, benefits, and pay.
  • Collaborate with management on change management initiatives.

Requirements

  • At least one year of specialized experience at the next lower grade level in the Federal service or equivalent experience in the private or public sector.
  • Thorough knowledge of Federal human resources regulations, policies, practices, and procedures.
  • Experience in conducting independent HR advisory services in staffing and placement, and at least one of the following areas: position classification, employee and labor relations, performance management, or employee benefits.
  • Expert knowledge in applying Federal and agency HR regulations and policies in staffing and placement, position management, benefits administration, and employee relations.
  • Ability to provide leadership and guidance to meet competing priorities in HR programs.
  • Strong communication skills to convey complex HR issues clearly and concisely.
  • Ability to solve complex HR challenges through research and analysis.
