About the position

The Senior Instructional Systems Specialist position is located in the Office of Chief Human Capital Officer (OCHCO) and focuses on the design, development, implementation, and maintenance of training and development programs for NRC staff. The role requires coordination of various training initiatives to ensure employees possess the necessary knowledge, skills, and attitudes (KSAs) for their job functions. The position involves assessing training needs, evaluating existing programs, and providing expert consultation on instructional design and methodologies.

Responsibilities

  • Coordinate the design, development, implementation, and maintenance of training programs for NRC staff.
  • Assess implications of changes in missions, management systems, and applicable laws on training requirements.
  • Evaluate training standards and programs developed by other agencies for potential integration into NRC's curriculum.
  • Prepare needs analyses and recommend training strategies and programs.
  • Provide expert advice on course outlines, instructional techniques, and design of training materials.
  • Develop curriculum elements including lesson objectives, instructor plans, and student materials.
  • Measure and evaluate education and training programs, recommending improvements as necessary.

Requirements

  • At least one year of specialized experience at the next lower grade level in the Federal service or equivalent experience in the private or public sector.
  • Demonstrated knowledge in course design and instructional methods for training and development programs.
  • Experience applying instructional system design practices such as ADDIE and performance consulting.
  • Strong understanding of principles involved in the analysis, design, implementation, and maintenance of training programs.
  • Experience managing programs, including budget establishment and meeting program goals.

Nice-to-haves

  • Experience with instructional technologies and design techniques.
  • Strong interpersonal and communication skills for presenting complex materials.
  • Experience as a Contracting Agency Representative (COR).
