About the position

The Senior IT Project Analyst is responsible for overseeing complex information technology projects within a public agency serving Southern California. This role involves acting as a resident authority in IT disciplines, ensuring quality assurance, and managing project teams to deliver technology solutions effectively. The analyst will also evaluate emerging technologies, develop project plans, and provide training to staff, all while ensuring alignment with business needs and operational efficiency.

Responsibilities

  • Serve as the resident authority for the development, implementation, and support of major IT disciplines.
  • Coordinate activities with business units and develop long-term project goals.
  • Interpret business needs and recommend solutions to resolve complex problems.
  • Evaluate existing and emerging technology and introduce new solutions as needed.
  • Plan, direct, and manage assessments of user requirements and feasibility for IT projects.
  • Prepare project scope, identify resources, and develop timelines and milestones for completion.
  • Perform project controls including progress tracking, cost forecasting, and change management.
  • Oversee the production and issuance of Requests for Proposals and manage contracts.
  • Develop reports and proposals, and present findings to management.
  • Analyze technical, economic, and financial information for assigned projects.

Requirements

  • Bachelor's degree from an accredited college or university.
  • Eight years of increasingly responsible experience in IT, with two years at the Senior Programmer Analyst or Senior Systems Analyst level.
  • Knowledge of IT infrastructure components including hardware, software, operating systems, and networks.
  • Understanding of database administration, computer operations, and application development.
  • Familiarity with project management principles, quality assurance, and budgetary concepts.
  • Experience in risk management, negotiation techniques, and contract administration.
