About the position

The Senior IT Project Manager will lead the procurement, validation, and implementation of an upgraded Laboratory Information Management System (LIMS) to ensure reliable and timely reporting of data in the client's Clinical and Environmental Programs. This role involves collaboration with various stakeholders, including senior business executives, IT personnel, and vendors, to manage project requirements and expectations effectively. The position requires overseeing day-to-day project activities and ensuring alignment with governance processes while maintaining project documentation and schedules.

Responsibilities

  • Obtain thorough knowledge of the needs of a lab information management system from the client.
  • Develop necessary project management, change management, risk management, rollout, and training plans in collaboration with State Lab teams and IT personnel.
  • Integrate the project into existing governance processes for the LIMS to ensure alignment of priorities and minimal disruption to ongoing operations.
  • Develop and maintain detailed project schedules, budgets, and monitor expenditures.
  • Create and maintain all required project management artifacts following State and PMBOK guidelines.
  • Manage scope, resources, timelines, costs/budget, quality, communication, and procurements to meet project goals.
  • Lead hands-on analysis of business and technical environments and write procurement documents.
  • Manage vendor contract deliverables and oversee all vendor activities to ensure milestones are met.
  • Establish and maintain project plans and schedules, ensuring timely and accurate completion of deliverables.
  • Conduct formal presentations and coordinate with all project stakeholders to ensure appropriate project controls are instituted.
  • Serve as an IT project liaison to the business client and work with stakeholders to develop necessary project management plans.
  • Ensure technical readiness during implementation and supervise implementation activities.
  • Develop and maintain all required State CIO project documentation.

Requirements

  • 8 years of project management experience, preferably with large, complex automation implementation efforts.
  • 8 years of demonstrated project management experience on system deployments with multiple clients.
  • 8 years of proven track record of delivering projects within scope, budget, and schedule.
  • 8 years of objective decision-making ability based on strategic objectives and resource availability.
  • 7 years of hands-on experience managing project risk, cost, schedule, quality, testing, and communications.
  • 3 years of strong leadership, organizational, interpersonal, and time management skills.
  • 3 years of demonstrated oral and written communication and presentation skills.
  • 7 years of solid work experience with project management tools (e.g., Microsoft Project).
  • 7 years of experience with MS Office and SharePoint.
  • 5 years of demonstrated experience with both Waterfall and Agile Projects.
  • 8 years of demonstrated experience with vendor management on large IT project/system implementation.
  • 8 years of technical architecture/infrastructure knowledge and experience.

Nice-to-haves

  • PMP Certification; Agile/Scrum Master certification is a plus.
  • Experience managing or supervising legacy system upgrade and/or replacement projects.
  • Experience collaborating with State and Local Government.
  • Experience with public health lab system and programs.
  • Experience planning and managing data conversion activities.
  • Experience building rollout plans.
