About the position

The Senior IT Project Manager at GD Resources will lead the implementation of a modern payroll processing solution, replacing a legacy system. This role involves overseeing the entire project management life cycle and software development life cycle for a complex, large-scale IT initiative, ensuring successful delivery on time and within budget while collaborating with various stakeholders and managing project risks.

Responsibilities

  • Lead the project, accountable for the entire project scope and all phases of the project life cycle.
  • Become familiar with State of Maryland procurement procedures and policies.
  • Review and provide feedback on requirements, solicitations, deliverables, proposed solutions, and milestones.
  • Collaborate with Management, Procurement, and Office of Information Technology staff to author, review, and edit comprehensive project documentation.
  • Conduct analysis of the existing system and gather supporting documentation to clarify current business processes.
  • Verify detailed information on current processes and required enhancements with Technical Writer and Management.
  • Meet and communicate with stakeholders to clarify information for solicitations.
  • Provide status reports on RFI/RFP research to management.
  • Recommend enhancements based on current industry standards and practices.
  • Conduct scheduled meetings with internal project teams, stakeholders, and contractors.
  • Support business analysis work related to the project.
  • Identify potential project risks and recommend mitigating measures.
  • Ensure adherence of all deliverables to appropriate standards and quality levels.
  • Conduct a gap analysis to identify gaps in technology capability versus business requirements.
  • Create a detailed project plan including timeline and resource plan within the approved budget.
  • Identify and track the critical path of tasks and activities within the project.

Requirements

  • Bachelor's degree in Business or Public Administration, Computer Science, Communications, or a related field.
  • Master's degree and/or project management certification preferred.
  • Current PMI Certified Project Management Professional (PMP) and PMI-Agile Certified Practitioner (PMI-ACP) or equivalent.
  • At least eight (8) years of IT and business experience in strategic planning, development, implementation, and maintenance of systems.
  • At least five (5) years of experience with procurements for large, complex solicitations for IT products and services.
  • Demonstrated working knowledge of Systems Development Lifecycle and Project Management Lifecycle (SDLC).
  • Experience working with state or governmental agencies in preparing solicitations for IT projects.
  • Previous technical project management experience in a dynamic environment.
  • Excellent interpersonal and communication skills in managing projects.
  • Strong analytical and problem-solving skills, with attention to detail.
  • Experience using MS Project and Workday.

Nice-to-haves

  • Experience working in Project Management Office (PMO) or leading PMO payroll industry experience at a state or federal government agency.
  • Knowledge of state or federal Government policies and practices; specific experience with successful large-scale program management within a cross-functional environment.
