About the position

The Senior IT Resource Manager for Emerging Technologies is a mid-range leadership role responsible for strategic and tactical planning, development, evaluation, and coordination of IT resources for Tarrant County. This position focuses on delivering and maintaining value-added business solutions, ensuring continuous improvement of integrated IT systems, and managing multiple IT initiatives to meet operational and project development needs. The role involves collaboration across business and IT units, practicing Lean-IT principles, and generating actionable metrics for data-driven decision-making.

Responsibilities

  • Conduct human resource management of IT employees including interviewing, hiring, training, mentoring, and performance management.
  • Conduct enterprise-wide IT planning and consult with ITD leadership to identify and prioritize IT needs.
  • Develop, coordinate, guide, and maintain IT strategic and operational plans in support of the County's IT direction.
  • Provide advice and leadership on evaluation, selection, implementation, and maintenance of IT systems.
  • Communicate IT plans, policies, and technology trends throughout the organization.
  • Promote and oversee relationships between IT resources and external entities.
  • Maintain knowledge of current and emerging technologies, equipment, and systems.
  • Plan, lead, organize, and control all projects related to major IT systems for the enterprise.
  • Develop and implement policies and standard operating procedures for IT systems.
  • Develop and maintain an enterprise-wide disaster recovery plan.
  • Develop and maintain an annual operating and capital budget.
  • Facilitate customer-focused interaction to ensure objectives are realized.

Requirements

  • Bachelor's degree (Master's preferred) and six years of experience in IT resource management, or an Associate's degree with eight years, or a High School Diploma/GED with ten years of experience.
  • Experience in information technology network and telephony preferred.
  • Experience leading or supervising technical staff in a 24x7x365 environment.
  • Subject matter expert level knowledge of IT concepts, practices, and procedures.
  • ITIL version 3 or higher certification required or to be obtained within one year.
  • COBIT 5 Foundation or higher certification is a plus.
  • Extensive experience in IT management, administration, applications, and system development lifecycles.
  • Broad experience in planning and managing large and complex IT initiatives.
  • Knowledge of current organizational frameworks such as ITIL, CMMI, ISO, COBIT, PMI/PMP, Agile.
  • Proficient in organizational change management.
  • Strong interpersonal skills to interact with all levels of personnel and stakeholders.
  • Proven judgment and complex problem-solving skills.
  • Demonstrated planning and development skills, including budget administration and project implementation.
