The position involves aligning processes and technology to facilitate information sharing among collectors and organizations for the modernization of Counterintelligence (CI) and Human Intelligence (HUMINT). The selected candidate will be responsible for initiating, drafting, and reviewing all formal knowledge management requirements and documents for the Directorate of Operations (DO). This role requires coordination with requirements owners, personnel in the Chief Information Office (CIO), and supporting contractors to ensure that all knowledge management requirements are effectively documented and stored in an approved centralized database or content management system. In addition, the candidate will assist the government in identifying solutions to complex intelligence analysis problems and shortfalls through collaboration with various stakeholders, including customers and innovation centers of excellence in government, academia, and private industry. Maintaining awareness of government, Intelligence Community (IC), and industry research and development is crucial to assist in identifying solutions that meet both current and future intelligence collection requirements. The role also involves validating requirements and capabilities with customers until they are approved as accepted solutions by the government. The candidate will assist in the collection, management, and presentation of data related to existing and future knowledge management requirements across the DO. Documenting all DO knowledge management capabilities, requirements, and investments is essential, as is compiling reports on performance and usage metrics, estimates to complete, and future requirements for existing knowledge management capabilities. The candidate will directly support the senior knowledge management strategy analyst in assigned roles related to knowledge management strategy development and provide support to the lead government knowledge management policy analyst with policy development. Developing and supporting policies that align people, processes, and technology to enhance intelligence collection is a key responsibility. Participation in technical meetings to gain insights into knowledge management and Information Technology (IT) for the organization is also expected. Conducting knowledge management assessments of organizational infrastructure, performing knowledge audits to identify gaps and shortfalls, and developing courses of action to address these issues are critical tasks. The candidate will design and develop a Knowledge Management Strategic Plan that includes integrated architecture, assigned roles and responsibilities, success metrics, and a change management strategy. Facilitating internal and external knowledge sharing and collaboration through a comprehensive communications strategy and implementation plan is also part of the role. The candidate will organize, store, and manage organizational data, information, content, and products in approved data/content/records management systems, assist in communications efforts, and implement and maintain a lessons learned capability. Continuous process improvement activities in knowledge management will be part of the responsibilities, along with interfacing with customers on CI/HUMINT capability questions, help, and training. Finally, the candidate will develop and maintain an organizational continuity management plan and a Knowledge Management continuity plan.
