About the position

The Senior Management Budget Analyst position at the City of Cape Coral is a critical role within the Finance Department, specifically in the Budget Division. This position is responsible for overseeing the development and management of the city's budget, ensuring that all financial resources are allocated efficiently and effectively. The analyst will work closely with various departments and divisions to prepare budget materials, including payroll projections and detailed operating budget templates. This role requires a strong understanding of governmental fund accounting and the ability to reconcile and aggregate budget data for review by the Citizens Budget Review Committee, Administration, and Elected Officials. In addition to budget preparation, the Senior Management Budget Analyst will be tasked with producing City Ordinances and state-mandated advertisements related to the city's proposed and adopted fiscal budget. The analyst will also publish the City Manager's Proposed and City Council Adopted Budget documents, adhering to the criteria set forth by the Government Finance Officers Association. This position plays a vital role in ensuring transparency and accountability in the city's financial operations, as well as providing ancillary budget-related manuals and documents to support the budget process. Throughout the fiscal year, the analyst will review and amend the budget as necessary, responding to changing financial conditions and priorities. Responsibilities

  • Develops budget preparation materials for distribution to assigned departments/divisions, including Payroll Projections, detailed Operating Budget Template, and Debt Schedules.
  • Collects and reconciles submitted budget data for entry into the Enterprise System.
  • Aggregates data for effective top-level review and approval by the Citizens Budget Review Committee, Administration, and Elected Officials.
  • Produces City Ordinances and state-mandated advertisements of the City's proposed and adopted fiscal budget.
  • Publishes City Manager's Proposed and City Council Adopted Budget document in accordance with Government Finance Officers Association award criteria for distribution to end users.
  • Produces ancillary budget-related manuals and documents.
  • Reviews and amends budget as appropriate during the fiscal budget year.

Requirements

  • Bachelor's Degree from an accredited college or university in Accounting, Finance, Public Administration, or a related field.
  • Seven (7) years of progressively responsible accounting or budgeting experience, including two (2) years of governmental fund accounting experience.
