About the position

The Senior Natural & Working Lands Policy Analyst at the Oregon Department of Energy will serve as the agency's policy and technical expert on natural climate solutions, focusing on biological carbon sequestration and storage on natural and working lands. This role is pivotal in informing policy discussions and actions relevant to Oregon's climate goals. The analyst will provide technical and policy advice to agency management, the Oregon Climate Action Commission, the Legislature, and the Governor's Office, ensuring that the state's energy future is aligned with sustainable practices and climate resilience. The position is part of the Energy Planning & Innovation Division, which is dedicated to helping Oregonians conserve energy, use it more efficiently, and produce it from renewable sources. The division collaborates with various stakeholders to support the development of a clean energy future, addressing challenges such as climate change and natural disasters. The analyst will engage in comprehensive research, modeling, and technical analysis related to climate change and natural land practices, translating findings into actionable recommendations and policies. This role also involves managing large project teams, fostering collaboration among diverse interests, and effectively communicating complex information to various audiences. The position is eligible for hybrid remote work, requiring in-person attendance at the central workplace in Salem, Oregon, at least eight times a year, including all-staff meetings. The working hours are from 8:00 am to 5:00 pm, Monday to Friday, with flexibility as needed.

Responsibilities

  • Serve as the agency's policy and technical expert on natural climate solutions and working land practices.
  • Inform the development of policy discussions and actions relevant to Oregon's climate goals.
  • Provide technical and policy advice to agency management, the Oregon Climate Action Commission, the Legislature, and the Governor's Office.
  • Conduct comprehensive research, modeling, and technical analysis involving climate change and natural & working land practices.
  • Translate research findings into actionable recommendations and policies.
  • Manage large project teams with diverse interests, encouraging collaboration and knowledge sharing.
  • Communicate complex information and policy concepts to diverse audiences through public speaking and accessible formats.

Requirements

  • Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science, or a related field.
  • Five years of professional-level evaluative, analytical, and planning work experience, or equivalent combination of education and experience totaling eight years.
  • Demonstrated proficiency in conducting comprehensive research and technical analysis related to climate change and natural land practices.
  • Experience in policy analysis, program design, and program evaluation.
  • Proven ability to collaborate effectively with government agencies and diverse stakeholder groups.
  • Strong track record of translating research findings into actionable recommendations and policies.
  • Demonstrated leadership capabilities in managing large project teams.
