About the position

The Senior Operations and Policy Analyst at the Oregon Department of Human Services plays a crucial role in developing and overseeing operational goals and policies for the Acuity-Based Staffing Tool (ABST) program. This position involves ensuring compliance with state and federal regulations, designing training programs, and communicating effectively with various stakeholders to promote quality assurance and program evaluation. The role emphasizes equity, diversity, and inclusion, aiming to make a positive impact on the community.

Responsibilities

  • Develop long-term planning and short-term operational goals for statute, policy, and program changes for the ABST program.
  • Oversee and direct expectations of facilities with ABST deficiencies and non-compliance issues.
  • Make decisions leading to regulatory sanctions, including revocations and suspensions of facilities.
  • Design and implement ABST program training and tools for providers, partner agencies, and local office staff.
  • Set priorities for the development of rules and legislative proposals.
  • Ensure accurate interpretation of state and federal statutes regarding the Community Based Care Program, focusing on the ABST program.
  • Identify and develop standards and procedures for quality assurance and research activities related to program implementation and evaluation.
  • Communicate formally and informally with state and local offices, providers, and agency partners regarding policy and regulation interpretation.

Requirements

  • Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science, or a related field.
  • Four years of professional-level evaluative, analytical, and planning work experience, or a combination of education and experience equivalent to seven years.

Nice-to-haves

  • Experience overseeing facilities with ABST deficiencies.
  • Experience developing operational goals for the ABST program.
  • Experience designing and developing CBC/ABST program policies and procedures.
  • Ability to prioritize rule development and legislative proposals.
