About the position

The Senior Operations and Policy Analyst at the Oregon Department of Human Services plays a crucial role in developing and overseeing operational goals and policies related to the Acuity-Based Staffing Tool (ABST) program. This position involves ensuring compliance with state and federal regulations, designing training programs, and facilitating communication among various stakeholders to enhance the quality of community-based care services.

Responsibilities

  • Develop long-term planning and short-term operational goals for statute, policy, and program changes for the ABST program.
  • Oversee and direct expectations of facilities with ABST deficiencies and non-compliances, making decisions that may lead to regulatory sanctions.
  • Design and implement ABST program training and tools for providers, partner agencies, local office staff, and the public.
  • Set priorities for the development of rules and proposals for legislative concepts related to the ABST program.
  • Ensure accurate interpretation of state and federal statutes, rules, and policies regarding the Community Based Care Program.
  • Identify and develop standards and procedures to support quality assurance and research activities regarding program implementation and evaluation.
  • Communicate formally and informally with state and local offices, providers, and agency partners regarding policy, regulation, and rule interpretation.

Requirements

  • A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science, or any degree demonstrating the capacity for the knowledge and skills; and four years of professional-level evaluative, analytical, and planning work.
  • Any combination of experience and education equivalent to seven years of experience that typically supports the knowledge and skills for the classification.
  • Experience overseeing and directing expectations of facilities with ABST deficiencies.
  • Experience developing long-term planning and short-term operational goals for statute, policy, and program changes for the ABST program.
  • Experience designing and developing CBC/ABST program policies, processes, and procedures.
  • Ability to set priorities for the development of rules and proposals for legislative concepts.
