About the position

Dexis is looking for Senior Operations Research Analysts to support anticipated work on Planning, Evaluation, and Analytics Support Services (PEASS) with the U.S. Immigration and Customs Enforcement (ICE). This project will augment the analytical capacity of HSI by conducting complex analysis and documentation, and delivering data-driven, fact-based decision making. The goal is to deliver actionable information, interpretation, and recommendations that will further the Homeland Security Investigations (HSI) mission. The Senior Operations Research Analyst shall primarily be responsible for the areas of applied research, analytics, data modeling, dashboard development and maintenance, programming, and mapping. The Senior Operations Research Analysts shall lead a team of operations analysts to support ICE and HSI's product maintenance, development, and analysis. These roles include planning and executing responses to support requests in the functional areas of applied research, analytics, data modeling, dashboard development and maintenance, programming, and mapping. This position is contingent upon award and will be based in the Washington, DC metropolitan area.

Responsibilities

  • Maintain and update HSI's existing planning, management, administrative, budgeting, and data analytics products to include incorporating new data sources and developing new visualizations.
  • Attend and actively participate in working group and production team meetings by providing weekly progress reviews, executive summaries, and/or updates on status of assignments and identification of new items for tracking.
  • Develop and maintain technical manuals, user guides, internal standard operating procedures (SOPs), and other relevant information required by the government to conduct operations.
  • Continuously document developmental work as it progresses. Using statistical analysis or simulations, analyze the information to define operational problems, develop methods to analyze the problem, and develop practical solutions.
  • Maintain existing information dashboards, to include the HSI Performance Reporting Dashboards (PRD) and Workload Staffing Model (WSM), using data tools, and statistical and visualization software, such as Base R, Python, Tableau, Tableau Prep, COGNOS, and Microsoft Power BI.
  • Maintain existing data models that support data-driven decision making across HSI, to include the Resource Allocation Prioritization Model (RAPM) and Mission Readiness Risk Model (MRRM), using software such as R, Python, Tableau Desktop and Tableau Prep. Update the models according to the regular update schedule (e.g., annually, quarterly).
  • Create and maintain geodatabases, shapefiles, maps, using software such as Adobe Illustrator and ArcGIS.
  • Develop new information dashboards using data tools and statistical and visualization software such as Base R, Python, Tableau, Tableau Prep, COGNOS, and Microsoft PowerBI. Perform quality assurance checks to ensure dashboards contain accurate data.
  • Develop new statistical and mathematical models that support data-driven decision-making across HSI using software such as R, Python, Tableau Desktop and Tableau Prep.

Requirements

  • 10 years of relevant professional experience developing strategic plans or evaluation programs in a law enforcement or government operations field.
  • Bachelor's degree (BA/BS) required in Business Administration, Business Strategy, Strategic Planning, or a similar field required; Master's degree (MA/MS) required in Business Administration, Business Strategy, Strategic Planning, or a similar field preferred.
  • 5 years of experience in developing data-driven performance reporting tools to include gathering information from various sources and assembling the information into a comprehensive work product for leadership decisions, in addition to working with a variety of diverse and complicated projects and performing under tight time constraints.
  • 5 years of experience with data analytics and creating user-friendly data-driven management-level decision making tools, such as dashboards and models, to include combining multiple fields among multiple datasets and conducting different types of calculations/analyses (e.g., trend analysis, forecasting, descriptive statistics).
  • 5 years of experience with Tableau Desktop, Tableau Enterprise Server, and R programming, demonstrating proficiency building dashboards with multiple parameters and large optimized datasets, and writing SQL queries and using R/Python within the Tableau environment.
  • 5 years of experience exerting quality control over deliverables to include working with clients to improve data quality.
  • 5 years of experience with performance measures and efficiency statistics.
  • 5 years of experience presenting data and dashboards to an interdisciplinary audience.

Nice-to-haves

  • Training certificate demonstrating proficiency with Tableau Desktop, Tableau Enterprise Server, and R programming.
  • Experience with Tableau Prep, Power BI, and other tools preferred, but not required.
  • Previous experience working with/for DHS, ICE or HSI.
