About the position

The Senior Operations Research Analyst (ORA) position at the Social Security Administration (SSA) is a critical role within the Office of Program Integrity, aimed at enhancing the agency's anti-fraud initiatives. The selected candidate will serve as a principal advisor to the Associate Commissioner and senior management officials, providing expert guidance on the ongoing operations of research studies related to SSA programs. This position requires a deep understanding of complex data analyses and research methodologies, including statistical modeling, machine learning, artificial intelligence, and geospatial analysis. The analyst will be responsible for overseeing the development and application of statistical profiling techniques that are essential for improving the targeting of resources and the overall quality of operations in the anti-fraud program. In this role, the analyst will lead research efforts to apply advanced research techniques, such as AI modeling and profiling, to enhance the effectiveness of the SSA's anti-fraud strategies. The position involves designing models and methodologies tailored to address complex problems, ensuring the validity of these problems, and establishing appropriate criteria for evaluation. The analyst will also be tasked with developing and presenting analyses on sensitive and controversial matters, conducting confidential research assignments, and assisting in the formulation and implementation of strategic plans aimed at preventing, detecting, and mitigating fraud within SSA programs. The position is not fully remote; the selected candidate must reside within a two-hour commuting distance from the SSA Headquarters in Woodlawn, MD, and is expected to report onsite at least three days per week. This role offers a unique opportunity to contribute to the integrity of SSA programs and to work closely with senior management in shaping the agency's approach to fraud prevention and detection.

Responsibilities

  • Serve as principal advisor to the Associate Commissioner and senior management on research studies related to SSA programs.
  • Oversee the development and application of statistical profiling techniques for anti-fraud initiatives.
  • Lead research into the application of AI modeling and profiling to improve the anti-fraud program.
  • Design models and methodologies for analyzing complex problems and defining evaluation criteria.
  • Develop and present analyses of controversial matters and perform confidential research assignments.
  • Assist in formulating, evaluating, and implementing strategic plans for fraud prevention and detection.

Requirements

  • U.S. Citizenship required.
  • Degree in Operations Research or at least 24 semester hours in operations research, mathematics, probability, statistics, or related fields with substantial competence in college-level mathematics or statistics.
  • At least 52 weeks of specialized experience at or equivalent to the Federal GS-14 level, including providing technical expertise in studies involving large datasets and statistical or machine learning techniques.
  • Experience using R, Python, SAS, or SQL programming for statistical analyses and preparing research reports for technical and non-technical audiences.

Nice-to-haves
