The Senior Operations Specialist III position is designed to augment government personnel in the planning and execution of Joint Operational Contract Support (OCS) training. The role involves organizing up to ten occurrences of the Joint Operational Contract Support Planning and Execution Course (JOPEC) training, which will be conducted virtually and at various locations. A key responsibility is to support the validation of Department of Defense (DoD) JOPEC training requirements and to establish JOPEC in personnel and skillset management, ensuring that the DoD's JOPEC-certified workforce can be effectively tracked and managed in support of its missions. The specialist will maintain JOPEC content to ensure it remains current with policy and doctrine, with revisions occurring twice a year to avoid interference with the JOPEC course schedule. Additionally, the role requires updating, maintaining, and integrating OCS training content into other applicable joint training courses, fulfilling the Chairman of the Joint Chiefs of Staff's responsibilities for joint OCS training. The frequency of content refresh will be at the discretion of the U.S. Government. In support of Joint Exercises and War Games, the specialist will develop OCS capability at each command, enabling the Joint Staff J-4 to integrate commercial support considerations into joint exercises and war games to enhance realism. The position also involves updating and maintaining OCS Universal Joint Tasks and supporting Joint Leadership Development Findings and Assessments. This includes integrating OCS into Joint Professional Military Education (JPME) and participating in the JS J7 Program Accreditation of Joint Education (PAJE) process. The specialist will review and analyze operations plans, contingency plans, and orders to improve OCS planning and realism, assisting the Government in assessing risks associated with reliance on commercial capabilities. The role requires collaboration with stakeholders to update and maintain policy, process, doctrine, and guidance to mitigate threats from current and potential DoD vendors. The specialist will also provide action officer support to enable the Joint Staff J4 OCSD to execute CJCS responsibilities related to OCS, which includes event planning and coordination with external stakeholders.
