About the position

The Senior Performance Assessment Representative will play a crucial role in the Facilities Engineering and Acquisition Division of NAVFAC Engineering Command Mid-Atlantic. This position involves evaluating team members' abilities and performance, investigating contract deviations, enforcing contract provisions, and overseeing the Performance Assessment and inspection surveillance program. The representative will also be responsible for both pre-award and post-award duties related to contract management, ensuring compliance with safety standards and performance specifications.

Responsibilities

  • Evaluate assigned team members' abilities, experiences, and performance.
  • Investigate conditions and deviations from specifications, poor performance, and safety violations on contracts.
  • Enforce contract provisions and ensure compliance with plans and specifications.
  • Complete post-award duties including inspections and contractor performance assessments.
  • Develop inspection schedules and determine appropriate documentation methods.
  • Review contracts prior to advertisement and negotiate Performance Assessment Plans (PAPs) and Functional Assessment Plans (FAPs).
  • Oversee the overall Performance Assessment (PA) and inspection surveillance program.

Requirements

  • Must be a US Citizen.
  • Must have at least one year of specialized experience equivalent to the GS-09 grade level in federal service or equivalent experience in the private or public sector.
  • Experience providing technical guidance on inspections and performance assessments related to contract maintenance and services for federal facilities.
  • Experience reviewing contractor's submittals, reports, and work schedules for compliance with performance specifications.
  • Experience visiting work sites to collect data and determine labor and material requirements.
  • Experience preparing contract documents such as drawings, specifications, cost estimates, and Task Orders.

Nice-to-haves

  • Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree.
