About the position

Harkcon, Inc. is seeking a Senior Privacy Analyst/Deputy Program Manager to provide privacy support to the Department of Homeland Security (DHS). This role involves leading a team, managing privacy solutions, and ensuring compliance with privacy regulations. The position offers opportunities for professional growth and involves significant responsibilities in privacy analysis and documentation.

Responsibilities

  • Perform as a leader on the team
  • Function as Program Manager in the absence of the Program Manager, as Deputy Program Manager at all other times
  • Liaise with government officials
  • Motivate, oversee, and guide team members
  • Submit required contract-level reports
  • Prepare Privacy Threshold Analyses (PTA), System of Records Notices (SORN), Privacy Impact Assessments (PIA), and Privacy Act (PA) statements
  • Perform assessments and analyses of projects and studies related to legal, policy, and regulatory compliance
  • Gather information concerning systems collecting personally identifiable information
  • Coordinate efforts of program offices, project managers, and staff for privacy-related assessments
  • Participate in review meetings and analyze documents during privacy compliance reviews
  • Draft and edit documentation such as project plans, reports, and analyses.

Requirements

  • Masters Degree required
  • Minimum 10 years of experience
  • Ability to work independently and oversee junior staff
  • Knowledge/experience with PTA, PIA, SORN
  • CIPP, CIPP/G or other designation from IAPP preferred
  • Must meet all security eligibility requirements set by DHS (Public Trust)
  • Experience in a leadership position
  • Experience with government contracting
  • Experience in contractor/government client communications
  • Previous performance as a Project Manager.

Nice-to-haves

  • CIPP, CIPP/G or other designation from the International Institute of Privacy Professionals (IAPP) preferred
