About the position

The Office of Procurement Services (OPS), a business unit within the Department of General Services (DGS), is seeking a qualified Senior Procurement Officer. This position is crucial for the procurement of complex construction and professional services necessary for the continuous operations of various divisions and business units within DGS and other state agencies. The Senior Procurement Officer will be responsible for the competitive procurement of highly complex goods and services, ensuring that all procurement activities align with state regulations and best practices. In this role, the incumbent will independently write and issue Invitations for Bids (IFBs) and Requests for Proposals (RFPs). They will conduct pre-specification, pre-bid, pre-proposal, and post-award conferences to facilitate a smooth procurement process. For RFPs, the officer will prepare formal negotiation strategies, lead negotiations, and prepare final contracts. The position also involves receiving and evaluating bids and proposals, making award determinations, and establishing, managing, maintaining, and administering various types of contracts. A key aspect of this role is to provide leadership and guidance to business teams throughout the entire IFB and RFP process, while promoting and supporting supplier diversity in all procurement practices. The incumbent will be required to obtain a Virginia Contracting Officer (VCO) certification within one year of hire and a Virginia Construction Contracting Officer (VCCO) certification within two years of hire. Responsibilities

  • Independently write and issue IFBs and RFPs.
  • Conduct pre-specification, pre-bid, pre-proposal, and post-award conferences.
  • Prepare formal negotiation strategies for RFPs and lead negotiations.
  • Prepare final contracts based on negotiations.
  • Receive and evaluate bids and proposals, making award determinations.
  • Establish, manage, maintain, and administer various types of contracts.
  • Provide leadership and guidance to business teams throughout the IFB and RFP process.
  • Promote and support supplier diversity in all procurement practices.

Requirements

  • Knowledge and experience with advanced level procurement principles, practices, and methods for non-professional services and complex goods.
  • Advanced knowledge and experience with contract components and ability to develop comprehensive contract documents.
  • Experience in term contract management.
  • Experience working with automatic procurement systems, e-procurement, and financial systems.
  • Advanced knowledge of contract law for technical RFPs, CM@R, IFBs, Sole Source, and QQ for non-professional services and complex goods.
  • Advanced knowledge and demonstrated skills in Microsoft Office (Word, Excel, PowerPoint) and Adobe.
  • Skilled in negotiations with excellent interpersonal and communication skills.
  • Ability to work independently and in partnership with staff and management.
  • Demonstrated ability to be detail-oriented, prioritize tasks, and maintain a professional demeanor.
  • Ability to coordinate actions and activities between business staff, management, and contractors to resolve contract disputes.

Nice-to-haves

  • Knowledge of procurement methods for construction and professional services as per the DGS/DEB Construction and Professional Services Manual (CPSM).
  • Experience with Commonwealth of Virginia procurement policies and procedures.
  • Knowledge of the Commonwealth's SPCC program.
  • Familiarity with the Commonwealth of Virginia eVA procurement system.
  • Professional certification as a Virginia Contracting Associate (VCA), Virginia Contracting Officer (VCO), Virginia Construction Contracting Officer (VCCO), Virginia Contracting Master (VCM), Certified Purchasing Manager (C.P.M.), Certified Professional Public Buyer (CPPB), Certified Public Procurement Officer (CPPO), Certified Professional in Supply Management® (CPSM®), or Certified Professional in Supplier Diversity™ (CPSD™).
  • Advanced knowledge of the Virginia Public Procurement Act (VPPA) and related procurement manuals.
