About the position

The Senior Program Analyst will provide direct support to the Product Manager for Terrestrial Spectrum Warfare (PdM TSW) by managing program and financial analysis. This role involves creating and managing budgets, forecasting resource requirements, and preparing various financial documents and briefings. The analyst will work closely with stakeholders to ensure timely and accurate execution of budgetary actions and compliance with audit procedures.

Responsibilities

  • Provide program analyst support including creating and managing FY budgets and spend plans.
  • Prepare briefings, cost analysis documents, and various program-related documents.
  • Retrieve status of funds reports and work with budget analysts to manage expenditures.
  • Prepare studies and analysis for funding requirements and status presentations.
  • Perform management studies and reviews related to mission and productivity management.
  • Interpret findings and develop recommendations for funding management issues.
  • Reassess and refine costs for complex missions based on actual data.
  • Analyze cost estimates for compliance with financial data requirements.
  • Follow up with contract points of contact regarding disbursement plans.
  • Review funding execution actions and develop various reports and statements.
  • Coordinate with stakeholders to ensure timely and accurate actions.
  • Develop budget implementation plans and maintain documentation for compliance.
  • Assist with the creation of Independent Government Cost Estimates and respond to budgetary questions.
  • Provide budget input for various program reviews and assist with risk management plans.
  • Monitor and provide briefings on funding appropriations and contract statuses.
  • Analyze data for Rough Orders of Magnitude and process funding requests.
  • Ensure compliance with acquisition regulations and policies.

Requirements

  • Proven experience creating and managing FY budgets and spend plans.
  • Experience in preparing briefings and cost analysis documents.
  • Experience with Independent Government Cost Estimates and funding MODs.
  • Experience maintaining documentation for budgetary actions and compliance.
  • Good working knowledge of General Fund Enterprise Business System (GFEBS).
  • Ability to coordinate effectively with stakeholders for timely actions.
  • Experience communicating with senior leadership on funding status.
  • Proficient in Microsoft Office, including Word, Excel, and PowerPoint.
  • Excellent interpersonal skills and ability to work in multi-functional teams.
  • Ability to self-start, multi-task, and prioritize in a fast-paced environment.
  • Excellent organizational, problem-solving, and strategic thinking skills.

Nice-to-haves

  • Cost, Data and Risk Analysis experience.
  • US Generally Accepted Accounting Principles (US GAAP) certification.
  • Experience with US Army Project Management Resource Tools (PMRT).
  • Experience with US Army Procurement Portfolio Management Tool (PPMT).
  • Experience with US Army Comprehensive Cost and Requirement (CCaR).
  • Familiarity with HQ Department of the Army Task Management Tool (TMT).
  • Experience with GFEBS - Sensitive Activities (GFEBS-SA).
  • Fiscal Law Certificate of completion within the last two years.
  • DoD Financial Management certification.
  • DAWIA Business Financial Management.
