About the position

The Senior Program Manager will oversee initiatives for the assigned program within the State of Virginia, ensuring consistent processes and quality standards. This role requires extensive experience in project management methodologies and frameworks, including Agile and Waterfall, to effectively manage complex projects and lead a team of project managers. The position is hybrid, based in Richmond, VA, and is expected to last for over 12 months.

Responsibilities

  • Oversee initiatives for the assigned program.
  • Ensure consistent process and quality standards in the assigned program.
  • Assign resources to complete deliverables and support processes.
  • Define strategic direction for the assigned program with peers and subordinates.
  • Identify gaps, trends, patterns, and implement process improvements as needed.
  • Utilize Microsoft Project On-Line (POL) as an expert in project management tools.
  • Develop project management processes, tools, templates, and training based on common methodologies.
  • Establish and maintain Agile, Scaled, Kanban, and Waterfall Project Management frameworks.
  • Create procedures to capture best practices and mature the project management process.
  • Manage the knowledge base of project management reference materials for accuracy and relevancy.
  • Monitor projects for compliance with established policies and procedures.
  • Detect risks and issues in projects and escalate as needed for mitigation.
  • Guide project managers in identifying and managing risks.

Requirements

  • 20 years of experience in Project Management.
  • 15 years of combined experience with scrum, Agile, SAFe, Product Line, and Waterfall methodologies.
  • 15 years of experience managing complex projects with multiple workstreams and high organizational change.
  • 10 years of experience leading and managing direct reports, setting direction and strategy for the team.
  • Ability to interact effectively with customers and project team members.
  • Knowledge of project management tools, methods, and practices.
  • Effective oral and written communication skills.
  • Ability to program and create custom reports using IT application standard tools.
  • PMP certification is required.
  • VITA Project Manager Certification (can be obtained within 120 days of hire) is a plus but not required.
  • Advanced skills using Microsoft Project Professional.
  • Ability to adapt to changing priorities and embrace changes to deliver leadership and guidance.
  • Experience creating and managing knowledge bases, job aids, and training programs.
  • Strong functional understanding of MS Project, Project Server, SharePoint, Microsoft Teams, Microsoft Planner, and Power BI.
  • Ability to assess project risks and issues and determine necessary mitigation.

Nice-to-haves

  • VITA Project Manager Certification (can be obtained within 120 days of hire) is a plus but not required.
