About the position

The Senior Program Manager will oversee the operational planning, execution, and evaluation of the Digital Modernization program and its subprograms. This role involves managing the fiscal, operational, and administrative aspects of the program, handling human resources management, and serving as the primary point of contact with stakeholders. The Senior Program Manager will ensure the successful tracking and completion of the program and provide technical and professional guidance to the team.

Responsibilities

  • Responsible for the operational planning, establishment, execution, and evaluation of a multifaceted program/project consisting of closely related subprograms or associated activities.
  • Oversee the fiscal aspects of the program, including budgeting, financial planning, and seeking outside funding sources.
  • Manage the day-to-day operational aspects of the program, ensuring all activities align with program goals and objectives.
  • Handle the administrative tasks associated with the program, including documentation, reporting, and compliance with regulations.
  • Manage the human resources aspects of the program, including staffing, performance management, and employee development.
  • Serve as the primary point of contact with stakeholders of the Modernization Program, ensuring effective communication and collaboration.
  • Manage high-level tracking of the program status, providing regular updates and reports to stakeholders.
  • Act as the principal point of representation and liaison with external constituencies on operational matters.
  • Provide day-to-day technical and professional guidance and leadership to the program team, leveraging expertise in the area of focus.

Requirements

  • Must be PMP Certified
  • Must have Dev SecOps/DevOps experience
  • Minimum of 10+ years of relevant experience with a master's degree (MA/MS) or a bachelor's degree (BA/BS) with 12+ years of relevant experience.
  • Must have experience with Dev Sec Ops
  • Must have Program Management experience
  • Must have experience of working with contract officer representative (COR)
  • Must have worked with CPAR
  • Must have familiarity with IDIQs
  • Must have Dev Sec Ops Project Management experience
  • Proven experience in operational planning, execution, and evaluation of complex programs.
  • Experience in fiscal, operational, administrative, and human resources management.
  • Demonstrated ability to seek and develop outside funding sources.
  • Experience serving as a principal point of representation and liaison with external constituencies.
  • Strong technical and professional expertise in the relevant area of focus.
